AB6511 CALL FOR BIDS - PUBLIC WORKS IMPROVEMENT Sealed bids will be received up to the hour of 2:00 PM, local time, on November 16, 2017 by Ken P. Cook, Public Works Director, at his office, third floor, City Hall, 1095 Duane, Astoria, Oregon 97103, for the following work: Slow Sand Filter Resanding Project PROJECT DESCRIPTION The intent of this contract is to resand the existing sand filters that process domestic water for the City of Astoria. There are three filters (1, 2, and 3) that are the same size and a fourth (4) which is larger than the first three. The sand filters are located within the City watershed in the hills approximately 12 miles south east of the City. The access into the watershed is restricted with locked gates. The four filters are together in an area above the dam near the reservoir so that the adjacent ground in the area drains directly into the reservoir. The processed water from the filters goes directly into the City water system. The work consists of removing and stockpiling approximately 18 inches of existing sand from the bottom of the filter, then furnishing and installing approximately 3.6 – 4.3 feet of new sand and cap- ping it with a layer of the previously removed sand. While work is being completed on one sand filter, the remaining three sand filters must remain operational. The quality of the watershed and the oper- ation of the existing filters must be maintained at all times. There are stringent specifications for the quality, handling and the placement of the sand. The project will also include the construction of a new curb around the perimeter of each cell and the replacement of the upper portion of all four cell liners. Project Substantial Completion shall be December 5, 2019 (24 months from Notice to Proceed) and Project Final Completion shall be January 5, 2020 (25 months from Notice to Proceed). A MANDATORY pre-bid meeting will be held on November 7, 2017, at 10:00 AM, local time, in the Astoria Walldorf Conference Room, 2nd Floor, City Hall, 1095 Duane Street, Astoria, Oregon, 97103.
