Dart-McLean has talked to the Coast Guard about mak- ing such volunteer work par- ties a regular occurrence over the next few weeks while Alert is in dry dock. Crew members already are scheduled to work at the cemetery again Wednesday. The parks department had to cancel a volunteer CHIP-In program this year in an effort to cut costs, but was able to provide the equipment from that program to the Coast Guard crew this week. Cosby said she has heard from a number of people interested in volunteering, and says dedicated crews like the one from the Alert are very much needed. She has not heard anything fur- ther from the Warrenton City Commission. Commissioner Mark Baldwin, who introduced the topic of cemetery main- tenance at a recent commis- sion meeting, said he has continued to hear from peo- ple about the condition of Ocean View’s grounds. At the City Commission level, “we are already deal- ing with properties that our taxpayers and homeown- ers aren’t taking care of,” he said. In such cases, the city has issued warnings and citations at problem proper- ties and even moved toward more drastic measures to bring property owners into compliance. “The cemetery falls under that same heading as far as I’m concerned,” he said. Mushen: ‘It’s about the Port moving forward’ Continued from Page 1A “I can’t take a chance on having that health problem happening again,” Mushen said. “It’s a sad decision, but it’s really the only one I can come to,” he added. “It’s not about me. It’s about the Port moving forward.” Mushen said his doctors found no signs of a stroke, but that his personality would not allow him to take it easy and avoid another potential episode. Mushen served as the commission’s president at a time when the panel was divided 3-2, so he often had to referee contentious debates. Commissioner Bill Hunsinger and former Commissioner Stephen Fulton were critical of both fellow commission- ers and Port management, but found themselves on the los- ing end of several votes. Earlier this month, com- missioners selected Frank Spence, who was elected in May, as president. Mushen was named secretary. A retired eye surgeon, Mushen moved to Can- non Beach from Seattle 17 years ago. Before join- ing the Port Commission, he was appointed to replace Ann Samuelson on the Clat- sop County Commission in late 2009, serving until replaced by Debra Birkby in January 2011. He has served on the boards of the Seaside Chamber of Com- merce and Clatsop Commu- nity Action, and on the Clat- sop County Health Services Advisory Council, Friends of the Regional Food Bank and Cannon Beach Emergency Preparedness Committee. Plans for the Pearl of Sea- side called for three stories, a penthouse floor and tower roof. A two-level parking garage on Beach Drive with 41 inside spaces would have been sup- plemented with an additional 10 outdoor spaces on Avenue A. But stall lengths, back- out and lane widths required a variance from the Planning Commission. Simmons also requested a height variance of 7 feet because of grade differ- ences on various parts of the property. After several months of testimony, the Planning Commission granted both variances. During the 2016 planning process, neighbors — includ- ing Dan and Susan Calef — said the proposed build- ing would eliminate natural light, reduce parking spaces and could “disrupt property values.” After a fall appeal was upheld by City Council, Sim- mons and architect David R.J. Vonada returned to the Plan- ning Commission in January with revised plans, leaving only the 8-foot grade dif- ference needed to allow the increase to 60 feet for the roof height at the west building wing, an addition of 15 feet above the 45 feet allowed by city zoning. Without a height variance, the building would have lost two floors and been limited to 30 rooms, Simmons said. The Planning Commis- sion’s granting of the vari- ance was again challenged by neighbors. The proposed resort, the Calefs wrote, “will dwarf our house, invade our privacy by placing hotel balconies feet from our upstairs bedroom and generally diminish the value of our property.” This time, the City Council upheld the Planning Commis- sion’s granting of the height variance. The Calefs challenged the decision with the state’s Land Use Board of Appeals. September sale date After the city received notice of the sale, City Attor- ney Dan Van Thiel filed a withdrawal from the state proceeding in order to sus- pend any further action on the appeal, sending the matter back to the city. On Monday night, the council approved the Calef appeal “based on a finding of no further contest.” Councilors Seth Morrisey, Tita Montero, Randy Frank and Dana Phillips, along with Mayor Jay Barber, voted in favor of the revised final order. Councilors Tom Horn- ing and Steve Wright recused themselves. “We felt that the proposed hotel was simply too big and we are pleased that the plan has been withdrawn,” Calef said in an email after the meet- ing. “We wish Mr. Simmons good luck with his future endeavors and appreciate the civility he has shown through a process that easily could have been very acrimonious.” The identity of the pur- chaser was not available at press time. The sale of the properties will be completed by Septem- ber, Simmons said. His properties in Cannon Beach, including the Blue Gull Inn and the Inn at Hay- stack Rock, are unaffected by the sale. “I am now working on building a 37-unit apartment complex in Warrenton,” Sim- mons added.
