3A THE DAILY ASTORIAN • THURSDAY, JUNE 1, 2017 State will turn over management of Elliott to a private company By CLAIRE WITHYCOMBE Capital Bureau SALEM — Although the governor and environmen- tal groups like to say that the state land board has decided to keep the Elliott State For- est “in public hands,” come July, the 82,500-acre tract near the southern Oregon Coast will be managed by a private company. The Oregon Department of Forestry has managed the Elliott for decades, but the Department of State Lands is now finalizing a contract with Titan-Kelly, LLC, for custodial management. The agreement would be for one year, effective July 1, with an option to renew up to five years. While the dotted line has not yet been signed, the agreement is expected to cost the state $780,000 per year. Titan-Kelly is based in Pleasant Valley, according to an online directory com- piled by Associated Oregon Loggers, a statewide trade association. The company will maintain roads, do some reforestation, oversee pub- lic access and other basic custodial tasks, but will not harvest timber on the land, according to a spokeswoman for the Department of State Lands. The Department of State Lands oversees state trust lands, including rangelands and forests such as the Elliott. State trust lands are constitu- tionally required to gener- ate revenue for the Common School Fund, which is essen- tially an endowment for pub- lic K-12 education. For years, the Elliott gen- erated revenues for the Com- mon School Fund via timber harvests. It was not immediately apparent late Wednesday how, under an agreement with a private company that will not be harvesting tim- ber or performing other rev- enue-generating activity on the forest, the arrangement with Titan-Kelly would meet the requirement that the land generate money for the Com- mon School Fund. It has always cost money to manage the Elliott, said Julie Curtis, a spokeswoman for the Department of State Lands. “There’s a certain amount of money associated with holding real property,” Cur- tis said. Initially, she added, when the department sought a pri- vate manager in mid-2016, the department thought that the forest would be on its way to ownership by another, possibly private, entity, by the end of 2017. The depart- ment sought a private man- ager for the interim period between the end of the bud- get cycle in June and what they believed would be the transfer of the land to a pri- vate entity months later. Net revenue from the Elliott has fluctuated over the last few years.
