Volunteers also help with large storms and train for a possible earthquake and tsunami, since emergency services personnel will need backup after “the big one.” Participants are trained on preparedness, area hazards, ire safety, teamwork, basic disas- ter medical skills and search and rescue activities. At the end of training, response team participants perform the skills they have learned in a drill, that involves helping “victims” made up to look like they have injuries. Instructors include Cannon Beach Police Chief Jason Scher- merhorn, Clatsop County Emer- gency Manager Tiffany Brown, and facilitators from Cannon Beach Rural Fire Protection District and Paciic Power. After taking the four class sessions required to be certiied, CERT members can choose to take ongoing classes. There is no fee for the training, and no prior experience or training is neces- sary. Each participant receives a backpack with emergency preparedness tools, including a vest, helmet and basic medical supplies. “One of our goals is to get as many members as possible,” CERT coordinator Paula Vet- ter said. “In an emergency situ- ation, the more people who are trained with CERT training, the better off the entire community will be.” She hopes one person from each business will undergo the training. Currently comprised of 34 members, CERT coordinates with nearby teams and the Can- non Beach Medical Reserve Corps, which has volunteers with medical and public health backgrounds. The city’s goal is to have 100 response team members and 25 reserve corps members by the end of 2018. “A lot of people recognize CERT now and understand what CERT is,” Vetter said. “It’s a way for more people in the com- Continued from Page 1A George Vetter/For The Daily Astorian Cannon Beach CERT students perform a basic training drill before graduating in April. munity to have at least some background and experience.” Volunteers feel safe “CERT prepares people for any emergency, whether you’re hiking, playing a sport or doing any activity,” response team member Silvia Avila said. “It’s fun and can be applied to a lot of different situations.” Growing up in Cannon Beach and being aware of the Cascadia subduction zone motivated Avila to join CERT. She became certiied when she was a Seaside High School student. “We would rotate every other week between class les- sons and hands-on activities,” she said. “The inal simulation at the end was very realistic.” Avila’s training led her to start an oficial CERT club at Seaside High, and as a Cannon Beach volunteer ireighter, she applied her CERT training to ire rescue training. Diak had “a blast” walking the Fourth of July parade with other response team members, leading a catchy chant and earn- ing the designation “Captain Parade” for his enthusiasm. “It’s been amazing to be part of the team, get to learn who is who, and be a part of things you never thought you’d be a part of,” he said. District ofi- cials say they are continuing to assess if, or when, the varsity team will begin competing. All the harass- ment or attempted harass- ment charges involve “offen- sive physical contact with intimate parts,” Haroldson said, adding that the charges are either Class A or Class B misdemeanors. He said the incidents involved at least 11 alleged vic- tims, all freshmen. Attempted harassment is a Class B misdemeanor, which carries a maximum sen- tence of six months in deten- tion. The charges of harass- ment, fourth-degree assault and second-degree criminal mistreatment are all Class A misdemeanors, which carry a sentence of up to one year in detention. Haroldson said the assault and harassment charges involve allegations “wherein underclassmen’s intimate areas were aggressively targeted as a form of initiation.” “The charges involve con- tact with the anus or anal area (or) aggressive contact with the testicles,” he said, adding that one of the alleged victims was involved in two incidents in which he was grabbed and held down. A total of 35 Philomath players participated in a sum- mer camp at Camp Rilea near Warrenton in July. In juvenile proceedings, jurisdiction for the youths lies in either the county where the youth resides or the county in which the alleged act was com- mitted. In this case, Harold- son said all suspects, witnesses and victims live in Benton County. After conferring with Clatsop County District Attor- ney Josh Marquis, Haroldson said they agreed that the Ben- ton County District Attorney’s Ofice would ile the juvenile delinquency petitions in Ben- ton County Juvenile Court. The Benton County District Attorney’s Ofice will serve as special prosecutor in the case iled against Kikuta, although that case is scheduled to be heard in Clatsop County Cir- cuit Court.
