Bulk carrier that ran aground cleared for sea The Daily Astorian The U.S. Coast Guard has allowed the Sparna, a bulk grain carrier that ran aground in March near Cathlamet, Washington, to hit the high seas. The order was made by Capt. Daniel Travers, captain of the port and commander of Sector Columbia River. “We have inspected the Sparna and have approved the temporary repairs to make the vessel seaworthy,” said Lt. Cmdr. Ben Russell, chief of the inspections department for the Coast Guard’s Marine Safety Unit in Portland. “Our inspection team has monitored the planning and implemen- tation of the repairs over the last two months. We are com- fortable with the outcome and wish the crew of the Sparna a safe voyage across the Paciic Ocean.” After the ship grounded, it was towed to Kalama, Wash- ington, and detained for tem- porary repairs. The boulder that was lodged inside the hull of the vessel during the grounding was encased in steel and concrete and is still aboard the Sparna. Young drowning victim identiied By NATALIE ST. JOHN EO Media Group LONG BEACH, Wash. — Authorities have identiied Dan- iela Garcia, a 12-year-old War- renton girl, as the victim of a fatal drowning Sunday near Klipsan Beach. Paciic County Sheriff’s Ofice Chief Criminal Deputy Pat Matlock said Monday that the investigation had revealed new details of the incident. Responders now believe the girl was staying with a caregiver in the area of the Tides West sub- division. The female caregiver told police that she gave Garcia permission to play on the beach, a little before 7 p.m. Garcia was wearing her street clothes, so it is unlikely that the caregiver thought she was planning to swim. Accord- ing to Matlock, the girl was only out of the caregiver’s sight for a very brief time. “Ten or 15 minutes later, she went to look for Daniela, and she was nowhere to be found. Then she contacted a neighbor and had them call 911,” Matlock said. Investigators still aren’t sure how the girl got swept out into deep water, but say she may have been wading or playing near the water’s edge. Garcia is one of numer- ous young people who have drowned at peninsula beaches. Most recently, 10-year-old Lind- sey Mustread died after being swept into deep water by a pow- erful undercurrent in July 2014. Mustread’s younger brother and cousin narrowly survived the incident. “The resources that the Oregon Fallen Badge Foun- dation provided to Seaside on such short notice, and to the extent that they did, can only be described by me as amaz- ing,” the police chief wrote. Ham suggested a dona- tion of $5,000 or more to the foundation, an amount “not enough to properly express our gratitude for the support they have given to our com- munity, but any donation amount will send the mes- sage that they are appreciated and we thank them for their service.” Goodding, 39, died after being shot serving a warrant on convicted felon Phillip Max Ferry on Broadway in downtown Seaside. In the aftermath, the Ore- gon Fallen Badge Founda- tion partnered with the Sea- side Police Department to provide backup and logistical support for the memorial ser- vice, attended by more than a thousand visitors, many of them law enforcement and irst responders from around the country and Canada. Funds could be used for the foundation’s operating costs, lodging or travel, Ham said after the meeting, as well as support for spouses and families of fallen oficers. Goodding is survived by his wife, Amy, and two daughters. “They’re just a great organization,” Ham said. “They are dedicated. They’re deserving of funds from the city and anyone else who wants to donate.
