2A THE DAILY ASTORIAN • MONDAY, JULY 6, 2015 State employees must pay full cost of charging electric vehicles to install the charJinJ facilities. ³:e have been worNinJ to develop a policy that will Juide state aJencies and that worN¶s not done yet,´ 6helby said :ednes- day . +owever, 6helby said the Department of Administrative 6ervices has decided the policy will require state employees to pay for access to the electric ve- hicle charJinJ stations ³at least a month.´ :hen the aJency estimated the costs of the stations, it calcu- lated that a driver who pluJJed in hours per weeN for one month would cost the state appro[i- mately in electricity usaJe, 6helby said. 0aintenance and administrative costs pushed the total monthly cost closer to . ³:e manaJe parNinJ for the state on state property, so it Nind of maNes sense for the Depart- ment of Administrative 6ervices to be tasNed with manaJinJ the charJinJ stations as well,´ 6hel- by said, addinJ that he pays a monthly fee for his parNinJ spot. The law that allowed the state to install electric vehicle charJinJ stations also prohibited By HILLARY BORRUD Capital Bureau 6A/(0 ² OreJon cannot provide free or reduced cost elec- tric vehicle charJinJ services to state employees, unless the state counts the bene¿ t as compensa- tion. That¶s the upshot of a recent letter from the OreJon *overn- ment (thics &ommission, in response to questions from the state Department of Administra- tive 6ervices. 6tate law prohibits public of- ¿ cials from usinJ their positions for private Jain. ,n a June letter, ethics commission e[ecutive di- rector 5on %ersin wrote the state would have to charJe employees for the service or include it in their of¿ cial compensation pacN- aJes in order to comply with the ethics law. 0att 6helby, a spoNesman for the Department of Adminis- trative 6ervices, said the aJency is writinJ a policy for electric vehicle charJinJ stations across state Jovernment, in preparation for implementation of a bill that allowed state aJencies the state from subsidi]inJ pri- vate charJinJ station companies and the cost of electricity to the public. AlthouJh 6enate %ill does not require the state to in- stall electric vehicle charJinJ sta- tions, state aJencies miJht soon have an incentive to do so. OreJon¶s low-carbon fuel standard will taNe effect in , and it will include a system for owners of charJinJ stations and other alternative fuel facilities such as compressed natural Jas to Jenerate carbon credits. The low-carbon standard will require fuel importers and producers to reduce the carbon content in fuel by percent over the ne[t decade. :hen companies reach the point where they can no lon- Jer meet the Joal by blendinJ in more ethanol or biodiesel, they can purchase carbon credits from charJinJ station owners and oth- er entities to meet the low-carbon standard.
