Corvallis Times Official Paper of Benton Coanty. CORVALLIS, OREGON, TUESDAY EVENING FEB 13, 1906. In spite of the high hopes and brilliant expectations held lor him by those who know and love him, Hon. E. L. Smith of Hood River, has come out for governor. . After all, it has become patent that there are a lot of people in Ore- con who do not want election of o senator by direct vote. It is per fectly apparent that a large number of men want a continuation of the scenes incident to deadlock senator makine by the legislature. Evid ently the things that have always happened at Salem during the long voting ior senator, with a spectacu ar finish at the last midnight have not been, as was universally supposed, a source of displeasure to every body, but an actual source of unction to numbers who now want the old- scenes to recur again. The facts of the case come to the surface in the objections politicians rake up and scrape up to pledge number i. Here, for instance is a man from Salem who writes to the Statesman that it would be wrong to take pledge number i because the people In the subsequent elec tion might go on record for a demo cratic senator. The poor man can not grasp the thought that this is a country of majorities and that if a majority of the people want a demo cratic senator they have a right to have that brand and that what might be the wishes of a little leg islator ought not to stand in their way. He urges as another reason that ' 'the man selected might be unfit, morally and otherwise," all in utter forgetfulness of the meaning of the career and pathetic end of the late Mr. Mitchell, who was elected and re-elacted no less than five - times by legislatures of Oregon. A third reason this Marion states man urges is, in effect that the pledge would violate the constitu tion of the United States. The proposition that for a legislative - candidate to pledge himself to vote for the senatorial candidate the people should desire him to vote for, would be in violation of the federal constitution gives to the pledges of an Oregon legislator an importance far beyond that usually ascribed to them. That such pledge would have any bearing on the federal constitution is about as extraordinary a proposition as has yet contributed to the fame of the 20th century. But the Salem man is not alone, There are a whole lot of people like him. They want senatorial dead locks, hold-up legislatures, scan dals, boodle and barter, and, a little later on, it will be easy to see where and whom they are. - BILLS ALLOWED. The trenching and pipe-laying gangs are now at -work this side of Philomath. . Today, a force of men has been covering the pipe through the streets of Philomath. The ditching and pipe-laying is going ahead at the rate of 1,000 to 2,000 feet per day. The propitious weather has . been particularly for tunate for the contractor and he has been able to make great head way. The pipe is now laid from the Pugsley school house; four and a half miles beyond - Philomath to a point half or three quarters of a mile this side of the town.. : Contractor Mitchell has not been able to obtain a sufficient force of men in the vicinity or in Corvallis and has been compelled to get men from Portland. He sent for 40, but" was able to secure .but 25. They arrived today and have gone to the front. Five carloads of pipe are on the way from Seattle and will be available along- the line shortly. ; The work of building from the Pugsley place in the di rection of the intake is to com mence in a day or two.
