A ceimitunicutien was received from the Mountain View Hose Company, of ; Fly, signed hv J. X. Harrington and ! others, Mating that had adopted a eon-j iitution, held meetings, and that they, nere some distance from the engine' house of Hose Company No. 3, and that j that pait of the citv needed fire protec tion. In consideration of these facts . they asked to be admitted as members of the Oregon City tire department. On Diotion tha prayer of the petitioners was granted . A petition was read from Hill & Cole, asking permission to change their liij tior license from the present location to tbe corner of Seventh and Main streets, also to have the use of a part of Seventh street while constructing their new building. The petition was granted. E. Matthias and R. F. Davis were granted renewals of their liquor licenses for six months. A petition was read signed by numer ous citizens, asking the council to pass an ordinance against granting a license to anv saloon within 125 feet of a church or school. On motion the petition was referred to a special committee, consist- ing of Moffatt, Broughton and Cook. j A communication was received from Charles H. Caufield, for the T. A L. Co,, stating that they owned a piece of .property abutting on Main street, and the same had been assessed to Ball for the improvement of Main street, and was now delinquent. The petitioner de sired to know what steps to take to get assessment properly settled. The mat ter was referred to the committee on streets and public property for adjust ment. Weinhard had paid $1310.40 in full for the construction of an arched stone culvert on Eighth street. The retort was referred oac-k to the com mittee to make an itemized account of the expenditures. On motion the mayor appointed a committee consisting MotTatt, Cooke and Porter, to draft an ordinance authoriz ing the Weinhard contract. Councilman Moffatt, chairman of the committee on streets and public prop erty, staled they had received bids for erecting a tower for the new fire bell. Ou motion the committee was author ized to receive bids and let the contract tur'a tower 50 feet in height. An ordinance was read, which pro files that no saloon shall be be granted a lii-ense situated within 125 feet of a church or school f the penalty for the vi nlation of tjie provisions of this ordi nance, t i 'A a fine of not lees than $25 or more tLart $1C0 and the revokement of .the license. ' In consideration of the fact that there are several ordinances on the city stat ute books regulating the licensing of dealers in spirituous liquors, which con flict with each other, and the further fart that the recorder after securing com petent advice, granted Sam J. Baechler a license to retail beer on the bill, in accordance with the provisions of an old ordinance on the ordinance book, Coun cilman Porter introduced the following amendment in substance, which repeals all ordinances, except ordinance No. 88 : Ko person or persons shall soil or give away any spirituous liquors in Oregon 'SCityinless quantities than one gallon Vwithout paying a license of $400 per an luum. The amendment was ordered published. Motion carried that the license granted Sain J. Baechler be revoked un til application is made in proper form, and the recorder authorized to draw a warrant to refund the $100 paid by the former for a beer license. Motion carried that the charter com mittee place -75 copies of new charter in some book store, to he sold at a figure not to exceed L'5 cents. The matter of the old bridge across the Abei iietliy was discussed, and there was a general sentiment in favor of a new bridge as the wad down to the new Mid way, passes through private property. The street committee was given power to act in the premises. A Kuilluff (iood Hay. With a rushing, waring I tornado uprooting trees and carrying awav houses; with two vessels colliding in mid-ocean ; with a green aea tossing a drowning man high on its crest and with a bhadowy corpse with golden hair lying on a deserting table, there is enough to satisfy the most ardent admirer of the realistic. In five acts the principal 'characters are taken from a little Wis' TOnsin hamlet through almost every danger on land and sea. A dark alley in Chicago and the foot of Randolph street viaduct, with sky-scraping build ings in the background are bits of scenery. During the course of the play the author was called for vociferously. After a few moments a bearded man in his shirt sleeves stepped before the curtain, bowed and retired amid a storm of applause. With the present spoils system, so wasteful and corrupting in most of our cities, and with the pop ilar ignorance of the extent to which democracy in Eng land has relieved its cities of as great municipal rottenness as now exists here, it is natural to shrink from any increase of public functions. The immediate re sults in many places might not be any great improvement, but we have to the ultimate results. One of thepe results is almost sure to be a greater popular interest in the puri fication of government. When the mass of people realize that an improved civil service not only meaas less waste of the taxes nf real estate owners but cheaper gas and street car fares and better ser vice in all ways, civil service reform will cease to be looked on as simply the fad of a few kid glove reformers.
