BUSINESS IMPROVES Dun's Make General Review of Conditions Over State Business conditions are steadily improving. There is a larger indus trial pay roll to stimulate retail trade, while jobbing business re flects the prosperous condition of the interior, where crops are generally good. Portland bank clearings in the past month were $60,664,463, or 18 per cent, greater than in the same month last year. Wheat harvesting is general in this state, and while spring grain yields are unsatisfac tory, the fall-sown crop is turning out better than expected. On the basis of the government-fixed prices, the wheat crop of this territory is worth about $18,000,000. Steps are practically complete for the handling of the crop through the food admin istration. The commissioning of new Pacific coast built ships is providing ton nage for grain exports, whereas last year shipping was at a standstill for lack of vessels. In the past month 192,336 bushels of wheat and 11,600 barrels of flour were forwarded to Europe, and for the grain year1 to date 438,917 bushels of wheat and 17,814 barrels of flour have been sent abroad. Flour, instead of wheat will be shipped to Europe during the remainder of the season. The summer salmon fishing season on the Columbia river has ended, with a total pack of 305,535 cases and 1,785 tierces of fish, compared with a pack last year of 315,535 cas es and 4,060 tierces. Owing to the high cost of raw fish and other ma terials, the pack this year is worth $4,228,995. The total amount paid fishermen was $2,232,285. An apple crop slightly larger than last year's is estimated by Oregon fruit men, and an active market is indicated by the comparative scarcity of competitive fruits. The hop crop in this state will be less than a third of normal, because of dcreage reduc tion and the long continued drought. Prices are advancing rapidly and early varieties have sold up to 42c. Live stock prices are also strong. Hogs touched lSV c. and cattle and sheep have sold far above the aver age prices. Total receipts of live stock last month at Portland yards showed the first increase since April. The gain has been chiefly in the cat tle division, where receipts so far this year are 14,624 head larger than last year. G. O'Shea, president. According to this report, which covers the operations of the institu tion from its creation up to date, $1,505,445 has been paid out in loans to farm loan organizations in the four states covered by the Spo kane bank; applications - have been received for $19,954,313, of which loans amounting to $8,741,095 have been appraised and approved. Of this amount, $1,356,190 is cred ited to Idaho, $2,213,350 to Montana, $2,274,890 to Oregon and $2,896,665 to Washington. Applications for loans have been received and tabulat ed: From Idaho, $2,611,870, from Montana $5,200,964, .from Oregon, $5,074,855 and from Washington, $7,066,624. In reply to a question as to wheth er any friction had developed in the working of his new machine, Presi dent O'Shea said: "In the organization of a system as large as this, covering four large states, in which the people of every community apparently desire service at one time, it is to be expected that some who have to wait longer than others may feel aggrieved. The con duct of a mortgage loan business necessitates inspections, examination of reports, examination of land titles, drawing up of legal papers necessary, satisfying old liens and distributing the proceeds of the loan. In addi tion to that it is necessary to or ganize the various associations. "After all those things have been done it is necessary to submit secur ities for approval for bond issues and to receive such bonds as may be allotted, and then dispose of the bonds. It is a long road to follow, but we have covered it all and have been making loans all over the terri tory in large amounts and charter ing associations daily. Where many are waiting, one has to begin some where and in making appraisals in a certain locality of our district, we al ways try to give service in the order in which the papers reached us since our records were established." In the four states of Washington, Oregon, Idaho and Montana there are 169 loan associations for which charters have been recommended, and 36 additional associations which have been appraised and reported on. MILLION MEN UNDER ARMS Before One Drafted Man Reported There Were 819,881 in Army William Jennings Bryan missed it a mile when he said that America could have one million men under arms at sunset if a call for volunteers came at sunrise. But the million men are under arms, regardless of how many sunrises and sunsets it took to put them there. As evi dence there is the statement of Chair man Dent of the house military com mittee. In the belief that the coun try does not understand the real strength of the American military 1 and naval forces Chairman Dent sub mitted to the house for publication in the Congressional Record a state ment prepared at his request by the committee on public information for government records. "On September 1, 1917," says the statement, "there were in the regu lar army, national guard and reserve corps of the army 78,828 officers and 741,053 enlisted men. In the navy there were 151,867 enlisted men, 41, 473 naval reserves and 14,500 of the naval militia in the federal service. There were 5000 men in the coast guard and 6500 in the hospital corps, making a total of 209,340. Enlisted strength of the marine corps was 29, 971; reserves in the services, 1070; national navy volunteers, 704; retir ed men on active duty, 14. There were approximately 12,000 officers in the navy and 1166 in the marine corps. "In other words, on that date, the army had, including officers and en listed men, 819,881, and the navy, 254,265, making a total armed strength on that date of 1,074,146 men, all of whom are volunteers. Prior to that time, there was not a drafted soldier in a single training camp. The draft law was approved May 18, 1917."
