Unfortunately for the city the pro posed public library Is not to be estab only a iiitie later, we hope. Such in stitutions are more of a safeguard to a republican form of government than all the armies that military genius can marshal. The preservation of our re public depends on an intelligent citi zenship, and anarchy, revolution and ruin will prevail when Ignorance and prejudice and passion take the place of intelligence and culture. ' a repuDiican iorm or government can not exist in Russia or China be cause of the uneducated masses. While we scoff the idea, it is neverthe less true, that with our immense Im migration we might easily lapse into the same condition of incapacity for self rule. It is a part of good citizenship to realize the fact and to teach it that education of the masses of the people is the safeguard of our liberty. The greatest assurance of such education is an efficient public school system. One of our strongest reinforcements to our public school system is public libraries. Every city has its part to perform in this matter. Oregon City in failing to maintain a public library is not do ing her part-she is falling short of her duty. Let us hope that in the very near future this view will be taken of the subject. . Show Appreciation. The reorganization of the Chautau qua Association is meeting with abundant success. It is deserving of this. Counted in dollars and cents it has never been a profitable proposition and It never will be such a success. Such la not its mission. But in so far as the Chautauqua Associations have endeavored to establish high ideal and to disseminate refined and noble ideas they have done much toward the achievement of their purpose. Our local association will start in next season with funds in the treaB ury and unembarrassed by debt. For this we may thank those who are ca- pable of rlBlng above the unceasing struggle for physical assets. These are by nature liberally inclined. With out them the earth would hardly be habitable. Let us hope now that the local pub lic will show this instltuCVn the ap preciation it is deserving of and that, during the coming season, the large crowd attendant. on the Chautauqua program will not be made up to such a large extent from far-away places. cer- skin. This is true enough with tain qualifications regarding the tem perature and the police regulations. The criticisms of the President' message seem to be divided between people who want to know why he said what he did and those who want to know why he didn't say what he didn't. the general impression concerning Chester Gillette seems to be that he needed electrocuting whether he mur dered Grace Brown or not. Secretary Shaw says that the treas ury is perfectly willing to exchange small bills for large ones. So would anybody else. Come again, Mr. Secre tary. tax the "There is every reason why a system should be revised," said President. And every taxpayer has a cogent reason why it should be as sessed somewhere else. A Russian revolutionist recently es caped from Siberia in a barrel of sauerkraut. As an alternative a good many people would have stayed in SI berla. , .. , Judge Grosscup calls the President'i message "a crazy quilt." Every nation has its holidays, but Christmas Is the one holiday observed by all of the nations. To childhood it has one meaning, and to manhood and womanhood another, and to us all Its full meaning is vague and uncertain. The scene this day commemorates Is one of the chapters in every life's history, if on the eve of this eventful day there are cheerless firesides In view of those that are merry, and If there are heavy hearts mingled with those that are happy, all will turn in memory to childhood's happy days, and those to whom Christmas brings no cheer may feel that "In . the future some Angel may Roll the stone from Its grave away." The Chicago authorities the other day declared a mun insane and sent Win to Jail for threatening "to clean up the town." A man with that idea about Chicago was probably Insane all right, but it sjoms to us he ought to be encouraged. AFFLICTED WITH CATARRH LIFE HAD BECOME A BURDEN; Pe-ru-na, Used As a Last ResoiV Affords Complete Relief. HE 4- 4" mgs j w V t w:;x t f J 1 h MRS. The Relief Experienced By Mrs. Carr Through the Use of Pe-ru-na, After Having Tried the Best Pro fessional Treatment In Vain, Is a Matter of No Small Wonder Among Her Many Friend, Mra. T. Carr, Vineland, Ont., Can., writes: "For several years I was afflicted with catarrh, which made life a burden. "The coughing anct hacking which accompanied the disease was terrible. "The complaint finally extended to the stomach and I was In a wretched condition . "I tried different remedies and the best professional treatment all in vain. "Finally, as a last resort, I tried Peruna upon the recommendation of iny sister in Hamilton. "I could see steady improvement and after using fonr bottles of that precious iSedicloe I was feeling well again, my r. CARR. old trouble being completely a thing of the past. "Tc -day I wonld not take one thousand dollars for what this grand medicine has done for me." Many women owe their lives to Peruna. A great many more owe their health to Peruna. A multitude of women throughout Canada are nslng Fernna as a preventa tive and a relief from catarrhal cougha and colds. We have In our files s great number of letters from grateful women who bare been benefited by Peruna, with permission to use these letters In public print. Catarrh would not be such a enrse to the human race if people thoroughly understood its nature. Catarrh is a disease which never to proves ot Its own accord, but becomes deeper seated the longer it is nezlected. It should be treated at once to pre vent It from making Inroads upon vital organs. Perfect Popular S e 1 f Government By ELIHU ROOT, Secretary of Statt HE first fruits of democracy are, many of them, crude and unlovely. Mistakes are many, partial failures are many and sing not a few. The capacity for self government does not come to man BT NATURE. It is an art to be learned, as well as an expression of character to be devel oped among the great numbers of men who exercise popular sover eignty. . To reach that goal toward which we are pressing forward, the gov erning of the multitude, we must first acquire the knowledge that cornea from UNIVERSAL EDUCATION, the wisdom which fol lows practical experience, that personal independence and self respect befitting men who acknowledge no superior, self control to replace that external control which democracv reiects. RESPECT OF THE LAW, obedience to the lawful expressions of the public will, consider ation of the opinions and interests of others equally entitled to a voice in the Btate, a loyalty to the abstract conceptions of one's country as inspiring as that loyalty to personal sovereigns whicli has so illumined the pages of history, the SUBORDINATION OF PERSONAL IN TERESTS TO THE PUBLIC GOOD and love of justice, mercy, iberty and order. ' All these we must seek by slow and patient effort. No student of our times can fail to see that not America alone, but the whole world, is swinging away from the old governmental moorings and intrusting the fate of civilization to the capacity of the POPU LAR MASS to govern. tltH Nor can we fail to see that the world is making substantial progress toward more perfect popular self government. I believe it to be true, viewed against the background of conditions a century, a generation, even a decade ago, that the government of my own country has ad vanced in the intelligent participation of the great mass of the people, the fidelity with which they are represented, respect of the law, obedi ence to the dictates of SOUND MORALITY and in effectiveness and purity of admiration. Nowhere is this progress more marked than in Latin America. Out of the wreck of Indian fighting, race conflicts and civil wars strong and stable governments have arisen. Peaceful succession in accord with the people's will has replaced the forcible seizure of power PERMIT TED BF THE PEOPLE'S INDIFFERENCE. The rule of law supersedes the rule of man. Property is respected, individual liberty is respected, and the national faith is held sacred. This progress has not been equalod everywhere, but there has been PROGRESS everywhere. tun The present affords just cause for satisfaction, and the future i3 bright with hopo. Not by national isolation have these results been accomplished.. No nation can livo unto itself alone and continue to live. Tho growth of each nation is part of the development of the RACE. THERE MAY BE LEADERS, AND THERE MAY BE LAGGARDS, BUT NO NATION CAN LONG CONTINUE FIRST IN THE ADVANCE OF THE GENERAL PROGRESS OF MANKIND, AND NO NATION NOT DOOMED TO EXTINCTION CAN REMAIN FARTHEST BEHIND. In Praise of Chamberlain's Cough Remedy. There is no other medicine manu factured tliut 1ms received so much praise and so many expressions of gratitude rh Clmmberlaiu's Cough Ueniedy. It is eflecite and prompt relief follows its use. Grateful parents everywhere do not hesitate to testify to ita merits for the benefits ot others. It is a certain cure for croup and will prevent the attack if given at the first appearance of the disease. It is especially adapted to children as it is pleasaut to take and contains nothing injurious. Mr. E. A. Humplires. a 'well known resident and clerk in the store of Mr E. Lock, of Alioe, Cape Colony, Sou Mi Africa, says: "I have used Chamber lain's Cough Reniody to ward oil croup and colds in my family. 1 have found it to be very satisfactory aud it give me pleasure to recommend it." The place that saves U $ Dyspepsia Post-mortem statistics of the big New York -hospitals show that many cases of consumption are due to the uninterrupted progress of dyspepsia. Especially is this true in cases where the victim was" predisposed to tuberculosis. Therefore the person who al lows dyspeptic conditions to pro , gress unchecked is contributing toward the development of the most fatal disease known to man kind. Dyspepsia wears out the body and the brain makes the victim thin, haggard and sallow. The stomach, unable to digest food, cannot supply nourishment. When other diseases come they enter unresisted. L. P. Turner, 2G9 Howard Street, Detroit, Mich., says : "I have suffered from dys pepsia and indigestion for several years and it reached such a stage that I could hold nothing on my stomach, and immediately after eating the lightest foods, would be taken with a violent fit of vom iting. I tried a great many rem edies, but nothing helped me until I procured a box of Kexall Dys pepsia Tablets, when I obtained instant relief.
