Unfortunately for the city the pro
posed public library Is not to be estab
only a iiitie later, we hope. Such in
stitutions are more of a safeguard to
a republican form of government than
all the armies that military genius can
marshal. The preservation of our re
public depends on an intelligent citi
zenship, and anarchy, revolution and
ruin will prevail when Ignorance and
prejudice and passion take the place
of intelligence and culture. '

While we scoff the idea, it is neverthe
less true, that with our immense Im
migration we might easily lapse into
the same condition of incapacity for
self rule.
It is a part of good citizenship to
realize the fact and to teach it that
education of the masses of the people
is the safeguard of our liberty. The
greatest assurance of such education
is an efficient public school system.
One of our strongest reinforcements
to our public school system is public
libraries.
Every city has its part to perform
in this matter. Oregon City in failing
to maintain a public library is not do
ing her part-she is falling short of
her duty. Let us hope that in the
very near future this view will be
taken of the subject. .
Show Appreciation.
The reorganization of the Chautau
qua Association is meeting with
abundant success. It is deserving of
this. Counted in dollars and cents it
has never been a profitable proposition
and It never will be such a success.
Such la not its mission. But in so far
as the Chautauqua Associations have
endeavored to establish high ideal and
to disseminate refined and noble ideas
they have done much toward the
achievement of their purpose.
Our local association will start in
next season with funds in the treaB
ury and unembarrassed by debt. For
this we may thank those who are ca-
pable of rlBlng above the unceasing
struggle for physical assets. These
are by nature liberally inclined. With
out them the earth would hardly be
habitable.
Let us hope now that the local pub
lic will show this instltuCVn the ap
preciation it is deserving of and that,
during the coming season, the large
crowd attendant. on the Chautauqua
program will not be made up to such
a large extent from far-away places.

HE first fruits of democracy are, many of them, crude and
unlovely. Mistakes are many, partial failures are many
and sing not a few. The capacity for self government does
not come to man BT NATURE. It is an art to be
learned, as well as an expression of character to be devel
oped among the great numbers of men who exercise popular sover
eignty. .
To reach that goal toward which we are pressing forward, the gov
erning of the multitude, we must first acquire the knowledge that
cornea from UNIVERSAL EDUCATION, the wisdom which fol
lows practical experience, that personal independence and self respect
befitting men who acknowledge no superior, self control to replace that
external control which democracv reiects. RESPECT OF THE
LAW, obedience to the lawful expressions of the public will, consider
ation of the opinions and interests of others equally entitled to a voice
in the Btate, a loyalty to the abstract conceptions of one's country as
inspiring as that loyalty to personal sovereigns whicli has so illumined
the pages of history, the SUBORDINATION OF PERSONAL IN
TERESTS TO THE PUBLIC GOOD and love of justice, mercy,
iberty and order. ' All these we must seek by slow and patient effort.
No student of our times can fail to see that not America alone, but the
whole world, is swinging away from the old governmental moorings
and intrusting the fate of civilization to the capacity of the POPU
LAR MASS to govern.

Nor can we fail to see that the world is making substantial progress
toward more perfect popular self government. I believe it to be true,
viewed against the background of conditions a century, a generation,
even a decade ago, that the government of my own country has ad
vanced in the intelligent participation of the great mass of the people,
the fidelity with which they are represented, respect of the law, obedi
ence to the dictates of SOUND MORALITY and in effectiveness
and purity of admiration.
Nowhere is this progress more marked than in Latin America. Out
of the wreck of Indian fighting, race conflicts and civil wars strong and
stable governments have arisen. Peaceful succession in accord with
the people's will has replaced the forcible seizure of power PERMIT
TED BF THE PEOPLE'S INDIFFERENCE. The rule of law
supersedes the rule of man. Property is respected, individual liberty
is respected, and the national faith is held sacred. This progress has
not been equalod everywhere, but there has been PROGRESS everywhere.

bright with hopo. Not by national isolation have these results been
accomplished.. No nation can livo unto itself alone and continue to
live. Tho growth of each nation is part of the development of the
RACE.
THERE MAY BE LEADERS, AND THERE MAY BE LAGGARDS,
BUT NO NATION CAN LONG CONTINUE FIRST IN THE ADVANCE
OF THE GENERAL PROGRESS OF MANKIND, AND NO NATION NOT
