Wilnon's ilici.sm of tho McKiuley and Dinley .IIh in a recent number of tho New oik Herald: HieHO bills nro ro ncurly identical in ( ):( rul Ktructuro und particular items, ;cf ptiug i-H to tlio Hiifrnr schedule, that n iiy ho well to rmiMder the effect of .e fust Lill on tho revenue of tho couii y. Eotli bills arc vast and voluminous hemes of class taxation, tho production ' public revenue, beiu an incident und :lirely subordinate to the purpose of ."h.'R nil tlio Americuii people for the Lt cf a small part of tho people. Tlio protectionist has but one remedy, uich ho i.pplies whether the roveuue . ) redundant or deficient. If times are .Ofipero'us und more money than is eded penrs into tho treasury, ho in cases taxes by a erhemo that turns c lurgrr part of their avails into pri .ito pockets, and this reduces publio venue. If times are depressed and less oney than is needed pours into the eiuiury, lie seizos the pretext of in--'casing publio rovenucs by adding - r.orniously to tho amount of private ex .'tion. Tho net of 1800, whatever its other .Texts, did reduce revenue. From .rge surplus it swept us headlong to a ' licicucy, although it weighted the . .'ople with heavier taxes and although jother law, passed iu July, 1800, .rued into the treasury as a part of tho moral assets to bo used for paying ex uditures a trust fund of more than ,4,000,000 which belonged to the na onal bunks and hud always been held r the redemption of their notes. Even before tho Harrison administra on ended wo should have been con- outed with a large deficiency but for ' e uso of this trust fund and the fur cr fuct that Secretary Foster, by a .auge of bookkeeping, added to tho "Qsury balance $30,000,000 of token .d subsidiary coin not 'before treated 1 1 u treasury asset. With these extraor uury additions, even, wo wound up the '. cal year Juno 80, 1803, with a sur ', us of only $3,841,674 as against a ' rplus for tho fiscal year Juno 80, .' 00, of over 86,000,000- before the ove trust fund and subsidiary coiu ere touched. And during the fiscal ur ended June 80, 1804, through all ! which tho McKiuley bill was in force, -peudituros exceeded the reveunes to "e amount of $00,808,200, notwith- .mdiiig the fuct that the expenditures ' the government vvero $16,053,674 s than in the preceding yeur. This statement shows how absurd and ouudless is the claim constantly made the protectionists that recent deficits reveuuo ure duo to tho substitution i the existing tariff for the McKiuley 1. Nothing is more certuin than that the bill had been in force during the t three years tlio annual deficit would i ..ve been immensely swollen, while the nplo in iv season of depression und ! rd times would have staggered under ,..cli heavier burdens of taxation. Even . this disastrous period, customs duties uler the existing law have increased m less than $133,000,000 iu 1804, i last year of the McKiuley bill, to u $153,000,000 in 18U5 and to over 0,000,000 iu 1800. "u tlio suKtir schedule alouo tho bal a in fuvor cf tho existing law is ,ut $55,000,000. The customs revo lt reached nearly $10,000,000, scarce any cf which would have been ro vablc und. r tho McKiuley bill, that (lie Dingley bill, present conili :is considered, is the most ultra pro tive tin i IT ever proposed to be cuaet- ' iu this loiinlry plainly appears from .lirniaii Dinghy's statement that if ied on the importations of tho last ul year it would have increased the cnuu C113.000.0U0 that is to say, it uld havo pitlicrcd from au impurtii i of $775, 7 24,204 of imported incr udiso tho enormous sum of $372,- - ,000, whifh is neiirly $50,000,000 re than i.ny customs revenue ever ccted in one year in this country in past. Uncle Sam Why, doctor, that looks liko the pill McKiuley guve me to re duce my revenue. Dr. Dinghy Yes, its ingredients aro practically tho sumo, though perhaps they a ro somewhat st longer. U. S. But you say this is to increase my revenue. How can it work both wuys? Dr. D. It's a protection and prosper ity pill and will produce any effect de sired. It's un infallible cure for any aud ull fiscal and industrial ills. If tuk- mm en' in sufficiently lurgo quantities, it will keep ull foreign germs out of your system and leave you happy, prosperous S. Hold ou there, doctorl You've said enough to convince me that, like all advertised panaceas, it's a quack remedy. Besides, I've tried it and found it about tho nastiest dose I ever took. It's effects vvero ulso bad very bad. It deranged my whole system aud filled it so full of trust germs that I've been laid up ever since. I don't want any more of your "protectiou" pills aud don't see why they called a protection doctor aguiu. It must have been by mistake. Women'! Dross tiooda Will Come Ulg-li. The extremely high duties which Dingley proposes to collect from wom en's dress goods should be more gener ally understood by the women of this couutry. It is they who must suffer most because of these duties. Hero aro a few samples of the increased duties taken from a list prepared by Mr. P. B. Worrall of tho dress goods importing firm of Fred Butterficld & Co. of New York: "A wool and cotton cloth costing in England Is. per yard, cquul to 24 cents in our nioucy, weighing 16 ounces to the running yard, costs under the pres ent tariff 83. 6 cents per yard, while un der the proposed tariff it would cost 67 8il6 cents per yard. "A wool uud cotton cloth costing in England 2s. 4d. per yard, equal to 66 cents in our money, weighing 28 ounces to tho running yard, and costing under the present tunff 78.4 cents per yard, would under the proposed tariff cost $1.4858 per yard. "Au all worsted cloth, costing iu England 2s. Id. per yard, equul to 60 cents in oar money, weighing 16 ounces to tho running yard, and costing under tho present tariff 70 cents per yard, would cost under tho proposed tariff $1,208 per yard. A 83 inch black serge (cotton warp), costing iu England 7 6-8d. per yard, equal in our money to 15.25 cents, weighing less than 4 ounces to the squure yard, costs under the present tar iff 22.87 cents per yard. Uuder the pro posed tariff it will cost 80.07 cents per yurd. "A 27 inch black sicilicune (cotton warp), costing in England 7 7-8d. per yard, equal to 16.75 cents in our mon ey, weighing 8. 7 ounces to the ruuuing yurd, costs under the present tariff 28.03 ceut9 per yard. Under the pro posed tariff it will cost 83.02 cents per yurd. Inlqultoua Lumber Tariff. "The proposed tariff on lumber," tho Boston Transcript (Hep. ) says, "is sim ply u nieuHino to pick tho pockets and crush the industry of a large, useful uud influential class of American citizens. It is uneconomic, unscientific, suicidal. The statements upon which this schedule, was mudu up aro shown to have been insidious und misleading. The result will bo to strip the country not of au annually recurring income, but of its white pino principal, which at present rates is within ten years of exhaustion, und also to ruin u large class of business men in this country who deserve better things. It docs not seem possible that meu claiming to represent too peoplo will permit such a measure to havo the force of law. If they do, it will cease to bo folly and beconio iniquity."
