Numerous officers and medical personnel responded and located five people requiring med- ical treatment, none appearing to have any life-threatening injuries. Three people were transported to the hospital with non-life-threat- ening injuries. Traffic Division officers have determined that the crash occurred on the Manheim Auto Auction property lot and that it appears that the driver of the in- volved vehicle quickly accelerated and lost control, striking the pedes- trians during an auto auction. The driver was not impaired and coop- erated fully with investigators. SHOOTING INVESTIGATION ON NORTH VANCOUVER AVE. On Wednesday November 11, 2015, at 3:16 p.m., North Precinct officers responded to the report of a shooting at North Vancouver Av- enue and Fargo Street. Officers and medical personnel arrived and lo- cated the victim, a male in his late- PORTLAND JOHN’S NEIGHBORHOOD teens or early-20s, suffering from a gunshot wound. The victim was transported to a Portland hospital by ambulance for treatment. He later died. Witnesses have told police that two younger African American males were involved in the shoot- ing and ran out of the area, possibly leaving in a silver vehicle. Based on preliminary information, the Gang Enforcement Team (GET) is responding to conduct an inves- tigation. Anyone with information about this shooting is asked to call the Police Non-Emergency Line at 503-823-3333. The victim has been identified as 26-year-old Laray William Seam- ster. The Oregon State Medical Examiner conducted an autopsy this morning and determined that Seamster died of multiple gunshot wounds. No arrests have been made and detectives need assistance from the public to solve this case. News Release from Portland Police Bureau Posted November 12th, 2015 3:03 AM On Thursday November 12, 2015, at 2:04 a.m., North Precinct officers responded to the intersection of North Bruce Avenue and Hudson Street on the report that a man was down in the street, bleeding and unconscious. Officers and medical personnel arrived and located the male adult victim and determined that he was deceased and had suf- fered at least one apparent gunshot wound. Based on officers observa- tions at the scene, Homicide de- tectives are responding to conduct an investigation. Anyone with in- formation, including anyone who heard or saw anything in the neigh- borhood is asked to call the Police Non-Emergency Line at 503-823- 3333. The victim of the homicide has been identified as 19-year-old Dalton Marshall of Vancouver, Washington. The Medical Examin- er conducted an autopsy and ruled his death a homicide. Homicide de- tectives believe that Marshall may have been socializing along North Interstate Avenue in Portland in the hours prior to his death. There is no suspect information and no known motive for his death. Homicide de- tectives are asking for the public’s help in this investigation. SHOOTING INVESTIGATION NE 7th AVENUE News Release from Portland Police Bureau Posted November 12th, 2015 7:31 PM On Thursday November 12, 2015, at 5:30 p.m., North Precinct and Gang Enforcement Team (GET) officers responded to the report of gunfire in the area of Northeast 7th Avenue and Monroe Street. Offi- cers arrived in the area and located evidence of gunfire in the street. Witnesses told police that someone in a vehicle was firing a gun then drove out of the area. The vehicle was described as an older blue or silver vehicle. Based on a prelimi- nary investigation, officers believe the shooting may be gang-related. SUSPECT ARRESTED FOR OCT 2015 HOMICIDE IN NORTH News Release from Portland Police Bureau Posted November 12th, 2015 4:51 PM On Thursday November 12, 2015, Portland Police Bureau Homicide detectives arrested a suspect in connection with an October 2015 homicide that occurred in North Portland. 41-year-old Leo Lee Burns was arrested after being in- dicted for Murder by a Multnomah County Grand Jury. Burns was booked into the Multnomah Coun- ty Jail and will be arraigned on Fri- day. This investigation started on Monday October 5, 2015, at 7:22 p.m., when North Precinct officers responded to the 5500 block of North Columbia Court to conduct a welfare check of man found bleed- ing outside a building. Officers and medical personnel arrived and located the victim, 33-year-old Ge- rardo Granados-Marin, suffering from traumatic injuries. Medical personnel were unable to save the man and he died at the scene. The Medical Examiner determined that he suffered multiple sharp force injuries and ruled his death a ho- micide. Homicide detectives devel- oped leads in the case that ultimate- ly led to the indictment of Burns for murder. Police & Fire Reports Continued on Page 3
