Iiavinir served in the l,')th and 15th sessions of the Oregon State Legislature as State Senator from this district, I was chairman of the Ways and Means committeo of the thir tccntn session mul assisted in putting over the first Good Roads law. the County Bonding act which gave us the Columbia Highway, the Enabling Act that nut the bridge across the Col umbia Hiver. the Compensation Act, the Widows Pens'on Act and assisted in creating the com mission which regulated the working hours of women, the Tenure of Ofiiceof Teachers Act. and in the fifteenth session I was chairman of Assessment and Taxation, in which session I as sisted in passing the present Tax Law, with the divided pay ments. In 1018 I was elected to the oflicoof City Commission er to iili the unexpired term of Mayor Hakcr, and during which term I served as Commissioner of Finance. During my service with the city I was instrumental in systematizing the all'iiirs in eacli bureau and placing compe tent men in charge: tnis result ed in saving quite a considerable Hum of monoy to the taxpayers. I believe that the chn'.'ter should be amended, as the city has outgrown it and it has pass ed its usefulness, bo far as it pertains to the financial affairs. One of the greatest problems which the City Commission will be called upon to assist in solv ing in the immediate future is that of tourist travel. There should lie established in Portland a high class information bureau where information of all kinds can be obtained by the tourist. Wo should also have a suitable parking and camping sites where the motorists can have wood, wa ter, lights and comfort stations. With this innovation -and which is at the present time absolutely necessaryPortland could be made the greatest louriHt term! nal on the Pacific coast, and would bo one of Portland's best nssotH. I have been a resident f Portland for !!0 years, a tax payer, a stocKiioidcr in one ol the city's growing industries and have practiced my profession for the last years.
