It would not bo ft bud idea for tbo citv of St. Johns to issue bonds for the purchase of water frontairo for factory sites, and lease same to manufacturing plants at the interest on the money. Many cities in the East are finding this to be an admira ble plan to capture ncw indus tries, and at the same time ac cumulate considerable valuable property. 1 It is high time that some move should bo made toward making something out of the city's dock investment. It still lies in prac tically a dormant state with no effort being put forth to utilize it in any way or realize on the investment. With the opening ! M . . . I '... 01 me I'anama canai coming on apace, it is high time that the dock problem bo given serious and immediate attention. With out a sidetrack to connect with the dock it is to all intents and purposes useless to any linn or corporation lhatmiirht have need of such a structure. And it seems that the only way to have a sidetrack constructed is to issue bonds in payment thereof. Why not have the city engineer Burvey a practical and feasible route and prepare plans for con struction ot adeiiuate sidetracks, if he has not already done so? Why should wo he content to drift along in this matter, pay tho interest on the structure and bemoan the investment? Ah a matter of fact, the investment is good enough, but tho city did not roach far enough. It stop ped short. It built a structure of admirable proportions, but failed to provide means of egress suitable for the purpose for which it was constructed. Hut it is not too late to remedy tho defect, oven though much valu able time has been lost. All that is rami ml is a little initia tive. A committee should bo ap pointed from the city council, and .also from the Commercial Club to investigate the situation minutely and ascertain the most feasible plan for getting tho dock in operation and occupancy, Tiiis should bo done with tho least possible delay. Time is money in this instance. A school lecture course has been started by Superintendent Alderman that is designed to roach overs hcIioo! in Oregon. More than 100 speakers have al ready noon enlisted. These men are prominent in various lines and it is thought tho plan will arouso greater interest in the schools on tho part of parents and will help along the movement to make school houses social cen ters.
