' 'Again, there are positions filler by separate meu, each covering the same or related territory. Thus we have a hnrbor mister, whose salary is $1,000 annually, a supenntcn dent of bridges, whose salary is fi, ;oo annually, and as I am informed occasionally an inspector of bridges and viaducts whose duties uo not nnocar to be defined at all. "Now, whatever the actual duties of those officers tnicM be, it is ue cidedly apparent that they come within the same scope. I, tlierc fore recommend that the inspectio and superinteudency of bridges and the harbor be combined under one office. "Then again, we have a treasury ilenarttucnt which is supposed to handle nil the funds, wake all cot lections aud pay all moneys, and on the other hand, wc have another office uudcr the head of water regis trar. which collects water bills nracticallv doine work which should Lc done by the city treas urcr's department. "I desire to suggest that you in vestieate the advisability of climi noting the office of water registrar and placing it uudcr the supervision of other departments. "Where city charter provisions interfere with the carrying out of the above siiERCStlons, immediate steps should be taken to have such bills drafted as will admit of the economics connected therewith. "The present isolation hospital facilities arc, in the words of the health commissioner, 'a disgrace to the city of Milwaukee.' The cut zens in their generosity have ap prorcd of a bond issue at the lust election. It is your. duty to take immediate steps in the matter, call ing in professional advice. Where it concern.! the life and health of our loved ones, a broad policy should guide you, that of obtaining the best that money can buy. Confusion of Terms. A reader from Pennsylvania writes to ask why we speak of in riustrlal democracy, saying that if we arc democrats, wc ought to affiliate with the democratic party An Oklahoman writes wuutiug to know whv the Mihvaukeeaus call themselves social democrats, asking if it is a fusion of socialism with democracy? The word democracy means ruler ship of the people. Industrial dc mocracy means popular rule of in dustry. hocnu democracy means practically the same thing. In Wis consin the Socialist party is called Social-Democracy. But it is iden tified with the national and Inter national Socialist movement aud is in no way affiliated with the demo cratic party. The democratic party has simply takeu the name democrat, and as a party is anything but democratic. In various states it has disfran chised the negro. 1 11 all states it is opposed to woman's suffrage. Iu some places it has declared agaiust the inlative referendum aud recall. All these measures are in the line of democracy or popular rule, and the democratic party in opposing them has shown that it is opposed to real democracy, If one wishes for the people, to rule he must therefore oppose the democratic party rather than court it.
