President Wilson formally has called upon the democratic party to "indorse and support" the treaty and "condemn the Lodge reservations." Washington. Japan has withdrawn all objections to Chinese consortium and has prepared a communication ac cepting the terms as agreed upon by the United States, Great Britain and France, the state department was in formed by the American embassy at Toklo. The consortium will become effec tive as soon as the signatures of of ficials have been affixed. The acceptance of the consortium by Japan ends a two-yearn' effort by the state department to provide for the financing of China by representa tive groups of bankers In each of the four great countries. Japan has con tended that Manchuria and Mongolia should be excluded from the operation of the consortium, claiming that it had predominant rights in that ter ritory because of proximity.
