TREATY THROWN
INTO CAMPAIGN
Washington. The treaty of Versail
les as it came from Paris has been
thrown squarely into the coming pres
idential campaign.
President Wilson formally has called
upon the democratic party to "indorse
and support" the treaty and "condemn
the Lodge reservations."
Senator Lodge, of Massachusetts,
the republican leader In the fight to
amend the document, has accepted the
president's challenge, and political ob
servers here regarded the issue as

Mr. Wilson's views were Btated 1b
a telegram to O. E. Hamaker, of Port
land, chairman of the Multnomah
county democratic central committee.
With W. J. Bryan Insisting that the
democrats accept the ' reservations
adopted by a majority of the senate,

Official confirmation of the fall of
the Mexican capital was received by
the state department from the Amer
ican embassy which reported there
was no disorder in the capital.
The American embassy report mads
no mention of President C'arranza, and
reports from Vera Crui said a search
there had failed to find htm. A report
that he had been arrested In Esper
anba, state of Vera Cruz, was without
confirmation here.
Estimates of the state department
place the number of Americans In
Mexico at between 6000 and 7000, In
cluding radicals and draft evader
who crossed the border to escape the

CHINESE LOANS PLANNED
Consortium Arranged After Year's
Negotiation By Powers.
Washington. Japan has withdrawn
all objections to Chinese consortium
and has prepared a communication ac
cepting the terms as agreed upon by
the United States, Great Britain and
France, the state department was in
formed by the American embassy at
Toklo.
The consortium will become effec
tive as soon as the signatures of of
ficials have been affixed.
The acceptance of the consortium
by Japan ends a two-yearn' effort by
the state department to provide for
the financing of China by representa
tive groups of bankers In each of the
four great countries. Japan has con
tended that Manchuria and Mongolia
should be excluded from the operation
of the consortium, claiming that it
had predominant rights in that ter
ritory because of proximity. The Uni
ted States, however, refused to agree
to this exclusion.
