Mr. Overturf, it will be remembered, was appoint ed to the position by Judge Springer and Commissioner Blanchard to fill the vacancy caused when Jefferson county was created and thus dis qualifying Commissioner Brown. As the western part of the county is entitled to a commissioner, which fact was considered when Mr. Over turf was appointed, no sericus op position is anticipated to his .lection. E. J. Duffy, was aprointed by Governor Withy combe to fill the position. Although Judge Duffy registers as a demo crat it may be noted, that his ap pointment was made by a republi can governor, who among a great number of people regards such office as nonpartizan.
