SEPTEMBER 4, 2020, KEIZERTIMES, PAGE A9 Sidewalk plan forthcoming, funding less likely By ERIC A. HOWALD Of the Keizertimes For many Keizer residents, knowing where the sidewalk ends means simply walking around the block or even just stepping outside their home. The Keizer Traffi c Safety, Bikeways and Pedes- trian Committee is well aware of the problems, fi guring out how to fi ll in the gaps is a larger struggle. After surveying some of the more ob- vious gaps, members of the task force unveiled a priority list for fi xing neighborhood connections at their meeting Thursday, Aug. 13. The list of needed sidewalk projects totaled 26 sites, but the members identifi ed four as top priorities: • Windsor Island Road North between Che- police scanner SUNDAY, AUGUST 23 WEDNESDAY, AUGUST 26 12:07 a.m. - Arrest for assault in the 700 block of Dietz Avenue NE. 10:32 a.m. - Theft in the 6000 block of Wheatland Road N. 12 p.m. - Arrest for unlawful possession of methamphetamine in the 5000 block of Wittenberg Lane NE. 3:52 p.m. - Motor vehicle theft at the intersection of 2nd Avenue N. and Garland Way N. 10:30 p.m. - Arrest for probation violation in the 3000 block of Cherry Avenue NE. 4:27 a.m. - Burglary in the 5000 block of River Road N. 7 a.m. - Computer crime in the 1000 block of Manzanita Street NE. 7:06 a.m. - Motor vehicle theft in the 1000 block of McGee Court NE. 11:42 a.m. - Failure to perform duties of driver when property was damaged in the 3000 block of River Road N. 3:34 p.m. - Arrest for disorder- ly conduct in the 4000 block of River Road N. Two other sections, Sunset Avenue North from River Road to Rivercrest and Brooks Ave- nue from Alder to Thorman, are listed as medium priorities. Keizer City Councilor Dan Kohler, the coun- cil liaison to the committee, asked whether it would be possible to fi nd a source of outside funding to begin paring down the list. That prompted something of a rebuke from David Dempster, a member of the task force, who said it seemed insincere on the part of the city to enlist volunteers to serve on committees and then require them to come up with outside funding to get any action of the issues they would like to see addressed. “I don’t feel confi dent writing grants,” Demp- ster said, adding that it wasn’t one of the suggest- ed skills on the volunteer applications. “[Keizer] could have that as a policy issue that they are go- ing to try to improve sidewalks and commit to fi nding a place in the budget for them. If they tried to fi x a dozen every year, we would be get- ting more done.” Members of the committee have applied for grants for sidewalk projects throughout the years only to fi nd applications rejected time and again. Jamie Davis, a newer member of the board, was undeterred and said the Mid-Willamette Val- ley Council of Governments could provide assis- tance in writing grants. She was also willing to lead a charge. “I would like to have a couple of people [on the committee] to sit down because we have six months of hard work that needs to get done,” she said, referencing deadlines for grants typically due by spring of each year. “If we’ve been denied be- fore for some of these projects, let’s put them on top until we have a robust proposal that touches all parts of the city.” The next meeting of the traffi c safety com- mittee is Thursday, Sept. 10.
