If you want to paint it so that it fi ts your business or put a sign on it, that’s fi ne. But it has to fi t in a way that, when you vacate that building, no one is think- ing the bank looks like it’s in a Pizza Hut,” he said. He said the city has become too focused on attracting big names and big structures rather than providing pathways for local businesses to grow. “The new [River Road] Starbucks is a perfect example. The building that was there was nothing that was going to end up on a historic regis- try, but it was four storefronts. Now we have one Starbucks. I feel like we made it harder for smaller businesses to locate in Keizer,” he said. Given that the city can’t raise property taxes and es- tablishing new ones is almost always a non-starter, DeBlasi said maximizing tax returns on new and redevelopment, through careful planning, is one of the few tools the city has left in its arsenal. “Walmart would never go to a vendor and say, ‘You sell your product to us and we’ll take the loss, but you keep making money.’ That’s not a sustainable way of develop- ment. If a business wants to come to Keizer, that’s great, but it’s going to have to pencil out for the city, too. We are dealing with 30 years of suburban-style development, but we can start turning that ship and looking to how development maximiz- es returns to the city,” he said. While he applauds volun- teerism, and is one himself, DeBlasi said it shouldn’t be something the city depends on, “it should be in addition to the basic services and staff.” Even though the city has a volunteer council and several volunteer committees, he said all of them generally pull from small pool of rotating faces. His take on the current state of volunteering in Keizer is part of the fuel behind two of the major efforts where he would like to begin or rejuvenate conversations. “We have a volunteer li- brary, but I want to be part of the Chemeketa library service. Kids need it for the summer- time and it’s a resource beyond just books,” he said. “I also want to break up the city into wards because most of the councilors are from one side of town and I think it should be more rep- resentative. It may mean I lose my place, but population statis- tics are easy enough to access and we can establish wards that are inclusive without being gerrymandered.” He added that he would support the city adopting an inclusivity resolution as re- quested by a group of citizens last year. “Someone who doesn’t look like me isn’t automatically suspect. If someone wanted to build a mosque in Keizer, there shouldn’t be any impediment to that. I think that it comes down to individuals getting to know someone from the groups that they are concerned about, but the city can present a face that is welcoming,” he said. SMITH, continued from Page A1 As Amazon prepares to open an enormous ware- house in south Salem, Smith said Keizer needs to decide whether it wants to be part of the growth Salem is expe- riencing and, if so, how it will provide the types of housing Amazon’s employees want. “Home ownership is the backbone of every commu- nity, but we have to make sure it is affordable. If we push people out, we have a bigger homeless problem than we already have,” she said.”What I hear is that people feel as though Keizer doesn’t want them here. It’s not that we don’t want them, it’s a supply and demand is- sue and we have to strike the right balance.” Keizertimes also asked Smith for her take on some recent council actions as well as those on the horizon. In regard to expanding the Urban Growth Bound- ary hemming in the Keizer’s ability to grow, Smith said, “If we do move [the bound- ary], what about the infra- structure? Something has to happen, but there are a lot of areas of concern. If we don’t, people will come in and buy the properties in south Keiz- er to build top-of-market places. If you don’t do some- thing, it’s going to do it on its own.” Regarding fees the coun- cil put in place to maintain and improve city parks and pay for additional police of- fi cers, Smith said she didn’t notice an impact on her per- sonal fi nances when the fees came online, but watching them get used to improve the city has been gratifying. “When I truly noticed it was when I saw the new playground at Meadows Park. We don’t have a lot of places for youth to spend time. With the police fee, I think the huge impact was seeing the offi cers get sworn in at the council meeting last week,” Smith said. On the topic of the city adopting an inclusivity reso- lution, Smith said she has been operating under fair housing rules and regulations that include such clauses for much of her career. “I don’t know all the de- tails and I will defi nitely be asking about it. Let’s take a time out and look at the law and the charter and make sure that we’re looking at it from a factual standpoint,” she said. “We have to make sure that what’s happening at the federal level is not mess- ing up our backyard.” Finally, Keizertimes asked for her take on the state of volunteerism in the city. Sev- eral recent efforts have fallen short of needed volunteers and a dependency on vol- unteers baked into much of what the city does. “What I have found out from people that are new to the community is they don’t know how or where to vol- unteer. In other communities churches take on the leader- ship role in volunteering, but the Pacifi c Northwest is one of the least churched areas in the country.
