In the spring of 2014, the longtime problem of students loitering and causing Charles Anderson, a resident of Newberg Drive, presented a petition signed by 20 neighbors calling for the gate at MHS and the end of MacArthur Street North to be locked. The petition was presented at Monday's Keizer City Council meeting. It's just all day, kids throwing trash around. I've picked up trash in my bushes. There are potholes and mud. I can't do anything about it. I can't do yardwork because cars are in the way. You need to do something about it. “It's very disappointing to me,” he added. “I like where I live. One example came Mon- day night when it came to se- lecting a candidate to fi ll the vacancy created by Brandon Smith's resignation in Febru- ary. Smith moved to Salem in March, but was present for Monday's special council ses- sion and sat alongside fellow former councilor Jacque Moir. Bruce Anderson was the only person to apply by the March 28 deadline and thus became the next councilor by default. “I was a bit surprised,” Anderson said of being the only applicant. Even with competition, however, Anderson would have been a tough candidate to beat. Anderson formerly served on the Keizer Planning Commission for seven years, fi ve years as chair.
