The German plan of sinking mer chant vessels without trace Is based on the murderer's iniuclm that "dead men tell no tales," It was oxo .cuted by tho massacre of men, wom en and children, who, having com mitted themselves to. small boats In tho open sea after their ships were torpedoed, were mercilessly raked with gunfire, and exterminated to tho last unprotected, unpltled soul!
