Under the spur of war-conditions Maryland, West Virginia, and Now Jersey have passed laws pennlizing idleness, and a sjmilar bill has been in- , . troduced in the New York legislature by Senator Theodore Douglas Robinson, n nephew of Colonel Roosevelt, says the Literary Digest. " These laws apply to unemployed males between the ages of eighteen and fifty, and make no distinction between -the millionaire idler and the hobo. And from Georgia lomes word that Governor Dorsey is "preparing to take the lead in n move ment to round up all the vagrants and idlers in the State and put them ... to work." Theso States, notes the Minneapolis Journal, are out after "the loafers and slackers who have inherited the railings and steps at the station- "platform, the-comfortable boxes in the stores, and the favored observation posts around the pool-table," and "even the historical chair-warmers in .the hotels are to be disturbed in their ancient privilege," This leisure population, ' Tho Journal goes on to say, is not all concentrated in the big cities: ' . "Every town, village, and hamlet has its quota of idlers. Some live on their 'folks', others have enough 'to got along,' and still others do just enough work to provide food and clothing for themselves alone, nnd they rest and recreate for the remainder of the year. As a rule, these natural resters are not vicious. It is simple inertia that imposes idleness upon them Their lives follow tho lines of least resistance, nnd they sit by the side of the road of lifo and 'muse upon tho world that wavers by.' Farm work would ' be 'just splendid' for them, tho perhaps none of them suffer much from ill health." Pa H H K B THE SCHOOL HOUSE AND A BETTER, WORLD. The wnr for democracy is bringing democracy home 16 the people. One o'f the lntest evidence of this is the response that tho school directors all over tho country nro making to tho appeal of Secretary McAdoo. He asked that they give tho use of tho school buildings under their control for meetings on tho night of April 12, when it is planned to hold 100,000 Liberty loan rallies in the rural school houses clear across the country. For years past various organizations of women and men too hnvo been ' trying to impress school boards with tho idea that school houses should be " common property since they arc kept up by community tuxes, aiyl tho fact that the tax-payer has neither chick nor child does not relievo hint from tho necessity of paying his school tax. And for years various oUlurnU , directors have complained of tho dirt tracked in, tho coal burned and tho oil consumed. With Mr. McAdoo succeeding where they have failed, it may ' bo easier for them to carry their point later on. With every individual and ' industry taxed to tho utmost to do its bit, it seems as' ir tho schools should ' be called upon to glvo a little overtime for their country. If they show some wear nnd tear they can never show it for a better cause. Directly in line with this is tho announcement made by Dr. Henry K. 1 Jackson at tho anniversary celebration of Columbia University, New York City: ! ".Tho war is making a challenge to all thoughtful people to organize a'better sort of world," D. Jackson said. It is tho ideal platform for a community forum whero citizens may go to school to one another and freely discuss all social and economic questions in order to fit themselves for tho responsi bilities of citizenship. Several national agencies working to meet tho present national need huvo simul - taneously discovered, tho United States Bureau of Education and tho Council of National Defense have agreed to unite their forces. We expect to send ' letters to all state and county superintendents of schools and all state and county councils of defense suggesting tho best methods of procedure."
