This group met recently with Executive Secretary Morton Shapiro, Personnel, and Classification Analyst Eleanor Meyers and Associate General Counsel Charlene Sherwood to discuss what could be done. 'Policy' ignores contract OAKRIDGE - OSEA’s contract with the state provides for a per diem allowance to cover the expenses of employes who travel on the job for the state. All the same, some members of management in the Depart ment of Fish and Wildlife have decided to have their own “policy” of not paying per diem to the department’s employes; Rodney Workman, a hat cheryman here, was required as part of his job to drive over 25 miles to another work location and to live for 10 days in a trailer there and be on 24-hour duty. His supervisor’s super visor informed him about the department’s “policy” of not paying per diem. Charles Thompson, that she had “problems here, here and here,” according to OSEA Employe Representative Gordon Webb. When Webb asked him if these were problems in her work plan, Thompson said she didn’t have a work plan. Thompson later told Webb that he wouldn’t suspend Helton and he wouldn’t dismiss her and that she would start with a clean slate and a work plan would be drawn up for her. In other words, she would start as a new employe, less the trial service,, of course. Mmmmmmm work for him. Workman also was given a poor score on a promotional merit rating even though he had been working without a position description, a work plan and he had not been given a periodic review in the one and one-half years he had worked at the hatchery. Apparently this “policy” of not paying per diem was not known to everyone in Fish and Wildlife, for when the assistant personnel officer found out about it, his resolution to the grievance was to say that Work man should send a completed expense voucher to him.
