¡APRIL, 1966 Page 7 OREGON STATE EMPLOYEE NEWS Board Scheduled To Meet May 7 The OSEA Board of Directors [meeting, originally scheduled to be held during the latter part of [April, has been re-scheduled for May 7, according to President R. M. “ Hoad” Smith. An agreement between OSEA [ and the Association of Engineer- i ing Employees for joint collective bargaining representation andoth- ! er collective bargaining develop ments are among the major items to be discussed. Other items on the Board’s a- genda include: *A petition for a chapter char ter for the classified employees at Southern Oregon College. * OSEA representation at the Western Conference of the As sembly of Governmental Employ ees in Salt Lake City, Utah, on June 25-26. •Liability insurance for insti tutional employees. *A possible OSEA major med ical insurance. •The extension of life insurance benefits under the OSEA Standard group plan without change in pre mium. MISS LOIS MANNING, a member of OSEA since its inception, is congratulated by Insurance Commissioner Walter G. Korlann upon her 40th anniversary with the State Insurance Department, now a division of the State Department of Commerce. She is a member of Chemeketa Chapter 64. (Editor’s Note: This column is designed to answer questions you may have regarding the OSEA insurance programs. Your questions are invited. Please address them to Donald G. Olds, Insurance Mana ger, OSEA Services, Inc., Post Office Box 2307, Salem, Oregon 97308.) *** Q. I am 65 years of age and currently enrolled in the OSEA Blue Cross Medical-Hospital group insurance program. However, I will be en rolled under Medicare on July 1. Since my wife is only 60 years of age, may I continue coverage for her a s a single individual under the group insurance policy? H.S.B. A. The only way your wife could be continued under the group in surance would be if she were also a state employee and she, as an individual, transferred as a single insured to her department. The monthly premium could then be deducted from her salary as she would then be the principal insured. You could not make a d e duction from your salary for your wife as the dependent member because you as the principal insured would no longer be insured under the group. In the event you were planning to be employed for a considerable length of time prior to retirement, you might wish to continue with the group insurance. Blue Cross, unlike some other compan ies, is NOT forcing members currently enrolled under the group plans to leave because of Medicare. Many insureds feel they and their dependents will benefit more by remaining under the group coverage. z CURRENT VACANCIES CONTINUED . This program is called ‘CoverAge 65.” Applications are available through the Blue Cross office at this time. Brochures and applications will be forwarded to payroH apd personnel departments throughout the state in the near future. ... I am buying a car for my 16 year old son who will be the principal operator driving to and from school and work. Would the insurance be less expensive if I were the only registered owner of the car? S.D.T. No. The insurance cost is based on the age o f th e o p era to r ana use o f the vehicle rather than the age of the registered owner. ... Three of my fellow workers ride to and from work with me each day and pay me a small compensation to defray my expenses. I have been told that I would be liable for any injuries to these persons in the event of an accident, since they are paying me for their transportation. Would this be true regardless of the amount of payment received? P.D.S. In transporting any individual and accepting a fee for the service, regadless of the amount of payment, your automobile might possi bly be classified as a public delivery vehicle, and your passengers could and probably would sue you for liability in the event of an accident, even though there was no negligence on your part. In addition, you will undoubtedly find an exclusion in your automobile policy which will read in part, “ This policy does not apply under the Liability Section of any automobile while used as a public o r livery conveyance, etc.” The court would be the final judge as to whether or not your vehicle would be so classified, but the possible devastating costs could in no way be compensated by the small token payment you receive from your passengers. Of course, the most inexpensive and commonly practiced means of insuring your passengers is to carry medical payments on yóur automobile insurance policy. ... Áre mental and nervous disorders covered under the OSEA Blue Cross policy? H.A. If you are enrolled under plan A (plan B does not cover calls in the home or doctor’s office), Blue Cross will not pay for the treatment of mental or nervous disorders in the doctor’s office or home after diagnosis. However, hospital benefits under both plan A and B will be paid for a 30 day limitation if hospitalized in a licensed general hospital, but not in a state institution. *** I am presently enrolled with my family on a departmental group policy through the state and would like to enroll with the OSEA Blue Cross during the open-enrollment period this fall. What is the waiting period for maternity benefits under your Blue Cross program? D.S.T. There is a nine-month waiting period for maternity benefits. However, prior service, credit will be given toward the nine-month waiting period for the number of months you have been enroUed in the other departmental plan, provided your present program affords maternity benefits. There is no waiting period for any other pre-existing condition. To my knowledge, there are very few if any other group programs that do not have the usual six- month waiting period for pre-existing conditions including ton- silectomy, allergies, etc. Claims Paid To Subscribers O f OSEA Group Insurance THE SILVERTON HIGH SCHOOL CHORALAIRES provided the entertainment at the March meeting of Motor Vehicles Chapter 86 in Salem.
