A letter was read from Mr. E. F. Chidsey, Director of District 5, warn ing against high chapter initiation fees. A fter some discussion, the following motion was made, seconded, and car ried: That the Board of Directors go on record as recommending to the sev eral chapters that the total initiation fee not be permitted to exceed $2.00. The Secretary reported that as a re sult of a favorable majority vote by the Chapters a constitutional amend ment proposed by the Second General Council in February, 1944, was adopt ed. This amendment permits the con ferring of Honorary Membership upon persons. elected by the people, or ap pointed directly by the Governor, OR TH E BOARD OF CONTROL. The Secretary reported that as a re sult of a favorable majority mail ballot by the members of the General Council an amendment to the By-Laws pro posed by the Board of Directors at their meeting held in Salem, May 28, 1944, was adopted. This amendment adds a new Section to Article VIII of the By- Laws as follows': Section 1— Seasonal employees, when employed during the following season, may be reinstated by re suming payment of dues without payment of an initiation fee, pro viding that they were in good standing when terminating their previous employment. In order to relieve the Chapter Sec retaries of considerable »■ Work and to encourage the payment of dues annu ally in advance, Mr. Clymer moved that the Board of Directors recommend the following resolution to the mem bers of the General Council for con sideration by mail ballot, so that if adopted the chapters would have time to change their by-laws accordingly by the first of the year. Resolution RESOLVED, that Section 2 of A r ticle 8 of .the By-Laws be amended to read as follows: "Each chapter shall pay to the State Association $0.50 per month for each member on or before the 15 th day of the following month and such dues shall become delinquent on the last day of that month; provided further, that , beginning January 1, 1945, any chapter may pay to the State Association $5.00 annual dues in ad vance for any member, on or before the 15 th day of the second month of any 12-month period.” There being no further business, the meeting adjourned. Dues Reduction A m endm ent Carries The resolution to amend the Associa tion’s By-Laws to permit payment of annual dues in advance at a reduced rate was adopted by a large majority vote of the members of the General Council in an election held by mail. The effective date of the change is January 1, 1945. A fter that date, and any month following, the chapter may transmit $5.00 annual dues in advance for any member. This new plan, it is believed, will greatly reduce the work of the secretaries. To make the reduction or saving r vailable to members the chapters may have to amend their By-Laws accord ingly.
