TERO Ordinance w ill work. i t has been proposed to
delay the Ordinance until the Land Acquisition B ill
i s introduced. In the interim a tribal hiring
clause is being included on every contract written
pending the completion of a TERO ordinance. At the
Reno Retreat Council discussed hiring a Personnel
D irector. This position needs to be fin a liz e and
f ille d at the e a r lie st date. The basketball hoop
at the Tribal Center is in bad shape and needs to
be fixed or relieved. Council asked Phil to look at
the hoop and the frame work and check for danger
and to have it repaired or removed. Honte said
that our water rights have to be id en tified by 1992
and ¡questioned if the Land Consolidation area had
to be completed by then. Craig said that any new
land would include the water righ ts associated with
that land but we need to id en tify and document old
water rig h ts.
L illie Butler gave a b rief overview of the number
of students involved in higher education and those
who w ill be graduating th is year. On April 12
Oregon State University hosted an orientation v is it
for high school students and on April 22, the Tribe
had the annual student gathering at the Tribal
Center. Application and selectio n c r ite r ia for the
Art Bensell Scholarship w ill be discussed at the
Education Retreat. A Youth Expo w ill be held in
Northern C alifornia at the College of the Redwoods
from July 30 - August 4, 1990 and the S ile tz Tribe
has been invited to send student representatives.
Li I Tie asked i f a dol lar amount for overhead co sts
for each area o ffic e was available and i f there has
been a survey of services performed. Phil sa id he
had a dollar amount but no survey has been done.
When we were looking at settin g Up the Portland
Area O ffice i t was around $52,000 per year for each

shared by each program.
At the la st meeting
Council discussed Charlie Butler’ s house and the
problems associated with the ' water
drainage.
Council had talked about obtaining a Health
Department report but he has not heard from anyone.
STESCO Commissioners want to se t up a jo in t meeting
with Council, i f possible on June 3, in the
afternoon. Frank asked the purpose for the
meeting. L illie said the Salmon issu e and the
Commissioners are new and would lik e to talk to
Council and make sure they are going in the right
d irection . Council asked i f a d ifferen t date could
be se t up in order for a ll Council members to
attend. L illie read the STEDCO Charter under
Resignation and questioned the wording.
Craig
explained how the charter should be worded and said
he would have suggested changes by next month.
L illie said from her understanding of the Hiring &
Firing p o lic ie s of STEDCO» STEDCO does not have an
appeals process for someone who is fired . Craig
said once the manuals are changed and brought into
lin e with each other»
STEDCO» the Tribe and
Housing Authority wi11 come under the same policy
guidelines. L illie said that she received a ca ll
from one of her cousins and it was recommended to
them that they relinquish their enrollment with th e
S ile tz Tribe and join the Brand Ronde Tribe where
they would receive better serv ices. The mother is
trying to get them to go with her to the Brand
Ronde Tribe. They are very proud tribal members
and they did not think it was appropriate that it
be recommended for them to change enrollment from
our Tribe to another Tribe.
The City Budget
Committee has determined that Hetcalf Street has to
be redone due to the increase in tr a ffic . L illie
questioned i f it would be a good idea to have some
of the taxes paid to the, county, targeted to the

• ’ not be a • good time but i t ’is something to think
about down the line'. The Tribe has helped with the
sewer and water by using IHS monies. The City is
getting grants to redo the whole sever system.
Monte Kentta asked about Royce Strong and a letter
saying th a t no charges were going to be brought
against him. Dee said that th is was brought up
before at a STEDCO meeting and STEDCO wanted to
wait u ntil after the review is oVer and that i t was
STEDCO’s resp o n sib ility to write the le tte r , not
Tribal Council’s.
Frank Simmons - The Salem Area O ffice is requesting
to purchase a new Cam Recorder. Council discussed
the purposes the recorder would be used for and the
a v a ila b ility of the recorder at the S ile tz O ffice.
Council agreed not to purchase the Cam Recorder and
for the Area O ffices to continue using the Cam
Recorder at the S ile tz O ffice. The Salem Area
O ffice is also requesting $200.00 to sponsor ten
dance and drum cla sse s for the S ile tz youth and
adults in the Salem area. Council agreed with the
money being taken out of the Tribal Bovernment
Culture Line Item Budget.
Council discussed the death benefits and procedures
for payment of funeral expenses for Frank Carson.
, He did not have a death benefit on f i l e and the
family has paid the funeral home for expenses
incurred. Council agreed to pay $564.68 to the
funeral home who w ill reimburse the family as
required by present procedures.
The S ile tz Alcohol and Drug Program is requesting
use of Bovernment H ill? f a c ilit ie s and 3 t ip is for
a Youth Workshop from 19-22 June and an Adult
workshop from 25-29 June. Ed Bellerose w ill be the
guest speaker and w ill be presenting Alcohol and
Drug awareness as it r e la te s to Native people.
NOTION 14 - Jessie Davis moved to approve use of

Youth and Adult Workshops during the period 19-22
and 25-29 June, 1990 with the provision that the
coordinators of the workshop are responsible for
settin g up and taking down the t ip is . Seconded by
L illie Butler. Notion approved, 7-0-0.
The Sacred Lands Committee has written a le tte r
saying they are not sa tisfie d with the reburial of
the.Sweet Home Woman because of co n flictin g reports
regarding the remains. The Committee is requesting
that A rliss Chatterson have Dr. Dave Brauner, a
noted archaeologist at Oregon State U niversity,
accompany her and concerned Committee members to
the place where the woman was found to determine i f
there are any pieces of the body s t i l l m issing.
Council agreed and a le tte r w ill be written
informing the Committee. At the April 9, 1990
Hunting L Fishing Committee meeting a motion was
passed to have Teresa H iller and Jay Christensen
approach Georgia P acific with a proposal to have
the t i t l e to Euchre Creek fishing s it e converted to
the Tribe. They

concurrence. Council discussed the recommendation
and agreed that it should be done at the e a r lie st
possible time and that Frank Simmons should attend
the meeting aiso.
The Tribal Elders Council submitted a le tte r
requesting to have representation of a Standing
Committee, made up of the chairperson and six board
members. Council discussed the Elders Council and
agreed that the a v a ila b ility of funding needs to be
researched prior to establishing the Elders Council

ATTORNEY REPORT;- Over "the.past month, C raig-said
he has been working on the TERO Ordinance, Health
C linic and c lin ic charges, ANA Contract and other
contract drafts, revision s to the Tribal Court
Rules of Procedures, met with John Roe tw ice and
did a training on Wednesday for Child Welfare.
According to the State, the Jantzi-Breusch property
is not yet recorded with the County. Blaze has
sent a le tte r demanding payment on the roofs for
the 39 homes. Honey has been withheld because the
roofs were covered with a 20 year roofing vice a 25
year roofing as required by contract. Craig asked
to have someone check the roofs to determine
exactly what kind of roofs were in sta lle d . Hanual
said that Paul received a call yesterday saying
that Blaze has agreed to bid out the roof repair.
Blaze sent SIHA a b ill for the temporary repair
work and Craig told Paul to send the b ill back with
a le tte r saying th is was between Blaze and the
Insurance Company.
NOTION 15 - Honte Kentta moved to enter Executive
, Session to discuss In-Stream Water Rights, Fishing
Rights and the possible^ lawsuit between SIHA and
Trudel 1,1 0 : 5 5 a.m. Seconded by Jessie Davis.

NOTION 16 - L illie ;Butler moved to return to
Regular Session, 11:30 a.m. Seconded by Jessie
Davis. Notion approved; 7-6-0.
NOTION 17 - J essie Davis moved to approve Craig
Dorsay to act on behalf of the S ile tz Tribe in the
contested case hearing on In-Stream Water Rights in
the S ile tz River on August 16'/ 1990. Seconded by
L illie Butler. Notion approved, 7-0-0.
NOTION 18 - Honte Kentta moved to approve the
entire S ile tz River bank located on the Jantzi-
Bruesch property as a trib al fishing s it e and that
the s it e be named the "Rock Creek Fishing S ite*.
Seconded by L illie Butler. Notion approved, 7-0-0.

transferring the Fish Hatchery property to a trust

L illie asked about the lia b ilit y on the Jantzi-
Bruesch property and who was responsible for
accidents or damage. Phil asked what the lia b ilit y
was on other lands that are in trust and i f there
is a d ifferen ce. Craig said there i s a difference
in lia b ilit y and the fee owner is responsible,
except you can not sue STEDCO or the Tribe.
ABNES PILBRIH - Agnes said that she was honored to
be here to get the blood degree for her family
corrected. In her review of family history she
found that they were a ll the same parents but their
blood le v e ls were recorded different and she has
put together a packet showing that her family is
5/8 Indian. Agnes said she liste d a ll of her
brothers and s is te r s except Gloria because she did
have any children and lived only a short tim e. The
BIA had Agnes liste d as a 1/4 and th is a ffe c ts her
children and grand children for ben efits they are
en title d to . Gladys asked i f Agnes’ father was on
the S ile tz r o lls .
Agnes said he was not but he
attended Chemawa School. She was not sure why he
wasn’ t on the r o lls because he was e lig ib le . He
was liste d on the Rogue River r o lls . Agnes’ mother
was a fu ll blooded Rogue River Indian and her
father was 1/4. Teresa said they started with
Agnes and her brothers and siste r s and established
