MARY SERVICE VILES LILLIE BUTLER My name is Lillie (Logan) Butler, my father was John Logan. I have lived most of my life in the Siletz area. I married Reginald Butler, Sr. and lived at Reedsport, Oregon for 13 years. In 1980, I moved back to Siletz, W hile' living in Reedsport, the ¡^ilete Tribe became restored and weTwe.re unable to receive services living "outside the service area", so I understand the frustration of not being eligible for services "oytside the service area". Being in the tribal service area, I know about the deferred list B health needs and would like to see a change for services of health needs in/out of the service area. More and more tribal members are returning to the Siletz area and there :is a lack of employment for these people, would like to see a change in the development of our economic growth. f^ l have been actively involved in the cultural and housing committees. I have volunteered my time to the Pow-Wow dinners and Restoration and Memorial Day dinners. I attend General Council Meetings, and have attended Regular Council Meetings. If elected to the Tribal Council, I will strive to do my best in implementing changesthat are needed for our people. I am a candidate for Tribal Council. My name is Mary Service Viles. My parents were Ada and Bunny Service. I was born, raised and attended schools in Toledo. I have great faith in the Tribe's future. Oiir Tribe has come a long way. We are survivors. We've managed to survive the termination years. With restoration, we once again are recognized as the Siletz Tribes. Siletz people are living on the reservation again. This is quite an achievement. As a people, we need to do more than just survive. We want better lives for ourselves and our children. Now, more than ever, we need a strong tribal governmerit-*one that is committed to openness and accountability. One that will provide more needed services to more tribal members. Up stand- for an open and accountable tribal government. As a; Tribal Council m em be r^ wilt work to keep all council meetings open to tribal members and will guard against the misuse of executive sessions. Is tribal business so secretive that it needs hours and hours of executive session? My answer is NO! Our Tribe also needs a revenue sharing program. If the Tribal Council can afford to donate $5,000 to the Siletz Fire District, then it can afford to hâve revenue sharing for tribal members facing efhefgencies. The past two years, the Tribal Council has cut the Culture Program. I am in favour of a full Culture Program. Our children need to learn tribal history and culture. We need classes, social events, oral history, and finally a Museum of Siletz History/Culture. A big part of accountability is having a Tribal Court that is independent and impartial. No more months and months without a Chief Judge! I am in favour of providing help to tribal members with petitions in Tribal Court. Why is the tribal attorney paid timber revenue monies to fight tribal members? Petitioners must pay for their own legal counsel. Shouldn’t thef Tribal Council do the same?- I will work to keep tribal members informed. So many tribal members must rely on the newsletter for information. The Siletz newsletter should be full of news- •good news, bad news, all news. We need a new policy so that we can have a newspaper that we'll all be proud of. H am in favour of taking a hard look at the Tribe's personnel policy and practices. The Tribe’s hiring/firing procedures most be fair and consistent. Often, firing doesn't solve anything. It just trades one set of problems for another. Tribal employees need to have a way to work through problems. Why isn't the pre- sent grievance system working? That's a SILETZ, OREGON January 1990 - PAGE 5 problem that needs fixing. I will also work to continue the E ld e r's P ro g ra m , e d u c a tio n a l opportunities, employment, health and housing benefits. These commitments are quite a challenge. In the Area Offices, by absentee ballot, or in Siletz on Feb.3,1989. LEONARD K. FLANARY, SR. My name is Leonard Flanary, Sr. I have been married to Sue for 18 years and have four children. I have served on the Hunting and Fishing Committee for the past year and enjoy it very much. I am running for Tribal Council because I feel I would be a good asset for the Tribal Members. I am honest and straight foreward. If asked a question I will not go out of my way to confuse you, but I will go out of my way to answer your questions if I can. I am not a "yes" man or a follower and I personally feel this is what our Tribe needs. I myself have been to Council Meetings when my concerns and questions were not answered to my satisfaction. I will work hard with and for the Council and as a Tribal Member. I will always try to talk to you not at you. Some of my other concerns are; how is STEDCO run, where is our timber revenue going, what kind of profit is STEDCO giving to the Tribe, education for the young and help with the Elders Program to keep it going.
