Page 2 — Siletz, Oregon, April, 1983 Illahee Pow W ow From Tribal Chairman Mary Fisher It is im portant a t this tim e to reaffirm th at the Tribal Council and Tribal Staff are here to serve ALL Tribal m em bers. The curren t num ber of Tribal m em bers is 1,598. However, after nine weeks as the T ribal Chairm an, I still find that a few m em bers expect personal help and favors and these few a re well-filtered into the m ainstream of Tribal program s. This is not the w ay I served as a Tribal Council m em ber for eight years, nor do I expect to cate r to a few as the Tribal Chairm an. All Tribal m em bers a re m y concern. The m ain purpose of the Tribal Council is to set policies, to m onitor them , and to see th at they are executed to the best possible extent and in the best interest of all. T hat is why a strong adm inistration and top-notch staff is needed to adm inister T ribal program s and feed technical d ata to the T ribal Council. Coordination with the B ureau of Indian Affairs, Indian Health Service and other agencies to bring the best services and benefits to the T ribal m em bers is top priority. The goals, objectives and policies set by the Tribal Con stitution and the Tribal Council are to encourage and sup port our Health, Education and Social Services P rogram s, economic growth, Tribal Court structure, any legitim ate claim s th at we m ay have, legislation th at upgrades the Tribe, good relationships with all governm ents and the promotion of our cultural beliefs. When these goals and objectives fall by the wayside, then the T ribal Council or Tribal C hairm an has to take necessary action to get business back on the track of day-to-day operations — which is to serve all T ribal m em bers to the best of our ability. This m eans th at they attend ed eight hours of instruction, successfully com pleted a w ritten final exam ination of seventy quesitons and cor rectly d em onstrated their CPR technique. C a rd io p u lm o n a ry resuscitation (CPR) is a basic life-support technique used in a m edical crisis when th e victim is not breathing and the h eart has stopped beating. The techni que involves opening and clearing the victim ’s airw ay (by tilting the head back), re s to rin g b re a th in g (by mouth to mouth resu scita tion),, and restoring blood circulation (by external c a r diac com pression). Salem Area News Briefs The program goals are to assist Tribal M em bers in: 1. Developing basic education skills in acquiring ABE or GED. 2. C areer Advancement — obtain em ploym ent statu s or ad vance their current employment status. 3. Provide special interest courses for Tribal M embers which develop leadership in the comm unity and improve home life. The FY 83 Adult Education P lan and criteria for providing services is as follows:. Eligible applicants m ust be certified as having a m inim um of one-quarter blood quantum and subm it a letter to one of the field representatives defining the type of need. From this inform ation the field represen tative will determ ine th at the applicant has a need which can be served through the adult education con tract. The representative will also assu re th at the ap plicant is properly certified and will obtain necessary documentation for paym ent of bills. The field represen tative will attem pt to service all eligible requests. However, in the event requests exceed available funds, the representative will utilize the above criteria in pro viding services. As p a rt of the program we (the Tribe) need to update and suggest revisions to the above plan. Comments: A wax flower class is being held Monday evenings a t the Salem Office startin g a t 7:00 p.m . Also on Monday nights there is a N utrition/E xercise class. Both of these classes are open to anyone who is interested. There are no eligibility re quirem ents. So fa r this y ear we have had six tribal m em bers attend Chemeketa Community College for GED, work related and special interest class. We’ve had the Wax Flower Class. EMPLOYMENT ASSISTANCE PROGRAM The T ribal Em ploym ent A ssistance P rogram was reduc ed by $6,300 for FY83. The result of th at reduction is th at the program cannot enroll any new AVT students until Fall T erm /o r Septem ber, 1983. If any applicant anticipates attending a training site that honors financial aid such as Vets, Pell grant, SEOG, you should complete and subm it a FA F by the end of May. That will possibly m ake you eligible for other gran ts the next school y ear. This is im portant because we have some currently enroll ed students th at will be completing their school program next y ear; so additional g ran t dollars will allow m ore m em bers to receive training. The Tribes Em ploym ent Assistance P ro g ram will be reduced from $91,200 to $50,800 FY84. That is a $40,000 reduc tion in FY84. So you can see how im portant other gran t dollars a re to the T ribal P rogram , it will really determ ine how m any Tribal m em bers can be trained. We a re still encouraging Tribal M em bers to apply. In August all applicants will be contacted and applications will be updated. P rio r to making form al application, persons interested in receiving assistance for vocational training m ust satisfy six basic requirem ents: Be an adult Indian, not less than 18 or m ore than 34 years of age; Have one q u arter or m ore Indian blood from a federaly recognized tribe; Reside within the Siletz tribes eight-county service a rea; D em onstrate need for vocational training in order to ob tain gainful em ploym ent; Have previouslycom pleted a training (AVT) course; The course desired is not fundable from other sources, such as BIA Higher Education Scholarships, or Adult E duca tion. After first satisfying the basic entrance requirem ents identified above, the form al application process m ay begin. Bob Tom, Salem Field Rep., will contact the applicant and sta rt the form al application process. This process includes a tribal rating policy. THE FY83 Em ploym ent Assistance P rogram currently has ten students enrolled in AVT Training a t seven training institutions. They a re Chemeketa, Clark Community College, Lane Community College, Western Oregon State College, Springfield College Beauty, W estern Business College and P hagans College of B eauty in Bend. ROW WOW Annual Spring Pow Wow a t Chemawa Indian High School a t 3700 Hazelgreen Road is scheduled this y ear on May 6, 7 and 8. P rior, on May 3, the Indian Club is sponsoring a Miss Indian Chemawa, 83/84 P ageant in the school auditorium. The nine candidates will be judged on poise, personality, costume, m odern and traditional talents, and interview. The coronation will take place a t the first night of the Pow Wow, on May 6 a t 9 p.m . Nine judges have been selected and they a re all from the W illamette Valley area. The entertainm ent will b(e provided by Miss Navajo Nation, Sunny Dooley, from Vanderwagen, New Mexico. She will also be here for the Pow Wow. TRIBAL C O M M U N ITY MEETINGS Two m eetings have been held with approxim ately 10 to 15 T ribal M em bers attending each meeting. Our two local Tribal Council M em bers, Dee Pigsley and Jan e John, have attended both m eetings to share with the comm unity Tribal Council Activities and to listen to concerns of the local com munity. Shirley Strickler and K risti M artin, Pow Wow Committee M em bers, attended the last m eeting and gave a g reat over view of the program and budget. They still need som e help.
