Vemonai Freedom — Page 9 Wednesday December 13,1978 include 1) The flood zone of Rock Creek, 2) The flood zone of the Nehalem River, 3) The steep slopes area of Oregon-American Hill, and 4) The steep slopes area of Cory Hill. The flood zones have been indicated by the Department of Housing and Urban Development Insurance study which recommended policies for flood areas. These policies are below. The Steep slope area developments depend on the soil and soil associations. Columbia County is in the process of updating its soil information at the present (1978) time. The results from this updated survey should be utilized to update this plan at that time, probably 1980. Present information is included in the Vernonia Inventory. Hazard Area Policies 1. Development in the flood zone shall follow the recommendation of the Federal Flood Insurance Program. Briefly, its provisions are as outlined below. Uses proposed for floodplains should: a. not change the flow of surface water during future flooding so as to cause a * compounding of flood hazards, or the direction of velocity of flood water flow; b. not reduce the capacity of the floodplain or increase flood heights beyond standards set forth below; c. not result in environmental degradation considering the natural features and ecological balance of the upstream and downstream areas; d. not interfere with the efficiency and effectiveness of areas behind dikes, such as lift pumps and flap gates; e. have the approval of the Planning Commission. (The Planning Commission has the authourity to commission an impartial engineer to determine if proposed uses comply with the above conditions at cost to the developer.) Structures permitted in the Flood Zone shall: a. be constructed at least one foot in elevation abe the elevation of the floodplain or 100 feet from the boundary of the designated floodplain line, whichever is lesser; b. have utility openings which are locked and sealed; c. be flood proofed on the first level or otherwise protected from significant damage and innundation; d. be such that the finish ground elevation of any underfloor crawl space is above the grade elevation of an adjacent street or natural or approved drainage way unless otherwise specifically approved by the building inspector. A positive means of drainage, from the low point of such crawl space shall be provided, such as concrete tile or plastic pipe of at least 4 inches in diameter; and, e. be served by water services and/or public sanitary sewers which are designed so as to not become a health hazard during future flooding. 2.Development in steep hillside area within and around the city is discouraged. Developers are required to have proposals checked by the Planning Commission which may require a qualified engineering geologist or other qualified engineer to review construction plans in areas noted in the Vernonia Inventory for steep slopes. VHS honor role Honor rolls for the first nine weeks at Vernonia High School were recently released.
