At this tim e, only 12 of th e people of this city have ta k e n th e tro u b le to fill out th e ballots and cast a vote as to w h e th e r th e F estiv al should rem ain. In th e face of such public apathy, th e A ssociation could not be blam ed if it decided to abandon the festiv al. Such a response does not forecast any g re a t body of public su p p o rt for th e group. If th e festiv al should he abandoned, we feel, fran k ly , th a t this city will long reg ret it. C ertain ly th e re is no o th e r festival like it, and it brought to us a fam e which is sh ared by no o th e r city. To recognize the unique qu ality of th e A zalea F estiv al is to ta k e nothing aw ay from th e Lily F estival. T he l a tte r is a b e a u ti ful show, and one we can be very proud of. And th e idea of choosing betw een th e tw o is u tte rly w rong. T h e re is no com pe titio n betw een the tw o except th a t th ey com pete for th e tim e and e ffo rts of o u r citizens. B ut ij th e A zalea F estiv al passes, th en so m ething th a t w as u nique in B rookings will have passed, and will probably never exist again. In o th e r w ords, the first th re e w eeks of J a n u a ry will probably not dev« lop a c tiv ity on the floor but the C om m ittees are busy. T h? reason for th e slow s ta rt of a session is obvious, ft is alw ays th e p ra ctice fo bring up and act on n ea rly all bills th at a re ready for floor consid eratio n before a session adjourns. We p re tty well cleaned th e sla te in A ugust so it tak es som e tim e for the com m ittees to get som e m ore hills ready for action. M eanw hile w hat seem s to be a lull c e rta in ly does not m ean an easy life for th e congressm an. I could not possibly be any b u sier than I am right now and have been since I a rriv ed back in W a sh ington, D.C. A m em ber of C on gress, p a rtic u la rly a m em ber from the W est, has m uch m ore to do than a tte n d com m ittee m eetin g s and sessions of th e H ouse. To list but a few o f» th e m a n y , things w hich I and my office a re concerned w ith now’: 1. T he W illa m e tte valley flood control project is well along to w ard com pletion but is out of b al ance until tw o sm all but key dam s can be co n stru cted . T hese dam s a re know n as C oug ar on the M cK enzie and G reen P e te r on the S outh S an tiam . L egisla tion au th o rizin g pow er for those dam s m ust be passed P la n n in g m oney m ust be included in the ap p ro p riatio n s bill. 2. T he south je tty at the m outh of the Coquille riv e r (po rt of B andon) is so badly in need of r e p airs th at it is ineffective. T h is condition has d irectly o r in d ire c t ly been th e cause of tw o ship w recks recently. O ne w reck is even now on the subm erged je tty docks aw aitin g salvage. M oney m u st be m ade availab le for th a t job this y ear. 3. On th e O regon coast in ad- | dition to th e problem at Bandon are h arb o r im provem ent p ro jects in various stag es from prelim in ary survey to being eligible fo r a p p ro p riatio n s including th e p o rts at F lorence, P o rt of U m pqua at R eedsport, W in ch ester Bay, Coos Bay and C harleston, an approved project a t Gold Beach, and a pre- i lim inary su rv ey for shipping fa cilities in the C het co Cove at B rookings. All of th ese req u ire w ork on m y p art. 4. T he pear in d u stry in th e ! Rogue R iver valley has a heavy su rp lu s of w in te r pears. They need to p a rtic ip a te in c u rre n t g o v ern m ent pu rch ase program s. I have been having conferences w ith D e p a rtm e n t of A g ric u ltu re peopb on th a t problem . 5. T he governm ent (G eneral S e r v i c e s A d m in istratio n w as about to sell the w a r alcohol plant a t S pringfield.
