It sh all be unlaw ful for any person to p ark a m otor vehicle or any o th e r vehicle w ithin ten 110) feet of any fire hydrant. Section 15. Leaving C hildren in P a rk e d V ehicles P rohibited. It shall be u n law fu l in the C ity of B rookings for any person or p e r sons to leave any child o r ch il d ren u n d er th e age of tw elve (12) y ea rs in a p a rk ed vehicle for m ore th an th irty (30) m inutes unless such child o r children a re u n in te rru p te d ly a tte n d e d by a com p eten t person over th e age of eighteen (18) years. Section 16. P a rk in g Tim e Lim its. The law ful tim e allow ed for p ark in g any vehicle u p o n any stre e t or section thereof in the City of B rookings, o th er th an m o to r tru c k s and tra ile rs engaged in the a c tu a l loading or unload- ing of freig h t, m erchandise or sup- » pies, sh all be d eterm in ' d by a resolution of th e Council, duly adopted at one of the Council 5 R e g u l a r m eetings and en tered in " ^ ¡ h e jo u rn a l. W hen the Council has d eterm in ed the law ful tim e allow ed for p ark ing vehicles upon any s tre e t o r section thereof in th e City of B rookings by a reso lution as provided for herein, the C om m issioner of Police s h a l l cause such stree t or section th e re of to have signs specifying the period of tim e allow ed by such reso lu tio n for p arking on said s .r e i t or section thereof, and such Sign snail be conspicuously dis played and placed a t reasonable in te rv a ls next to th e curb ol said s tre e t or section thereof. Such periods of tim e and th e signs specifying the s a m e m ay be changed from tim e to tim e by reso lu tio n of the Council, duly adopted at one of its re g u la r m eetings and en tered in th e jo u r nal. It sh all be u nlaw ful for any p erson to allow his vehicle to U p ark ed upon any stre e t in the C ity of B roow ings for a g re a te r length of tim e th a n th a t allow ed by such reso lu tio n of th e Coucil when such stre e t or section th e re of has a sign placed thereon, spec ifying th e law ful period ol tim e for p arking, as provided for h e re in. Provided, how ever, th a t no tim e lim it specified by resolution ol th e Council, as herein provided, * ‘ shall apply o r be effective on S undays o r th e following legal holidays: New Y ear’s Day. Me m orial Day, Independence Day, A rm istice Day, T hanksgiving Day, C h ristm a s Day and Labor I ’ay. Section 17. P ark in g in T ra v eled L ane O r S tre e t P rohibited. Section 18. P rohibited P ark in g A reas. It shall be u n law tu l foi any person U) p ark any vehicle in any a rea o r at any place w h e n the Council has, by such re so lu tion, prohibited parking. Section 19. S to rin g V ehicles oi S treets. It shall be unlaw ful fo. any person, firm o r corporation to sto re any m otor vehicle or any o th e r kind of vehicle upon any stree t in the City of B rookings w ithout first having obtained a w ritte n perm it th e re fo r from the Com m issioner of Police; provided, however, th a t m echanics m ay re p air any such vehicle w hich has broken down o r becom e disabled upon any stre e t if th e sam e is tem porarily upon such stree t for that purpose and is not o b s tru c t ing traffic. Section 20. D ru n k en D riving. (a) It shall be unlaw ful for any h ab itu al u s e r of narcotic drugs o r any person under the in fluence of in to x icatin g liquor or narcotic d rugs to drive any ve hicle upon any stre e t w ithin the City of Brookings. (b) Every person who is con victed of a violation of this sec tion shall be punished by a fine of not less th an One H undred D ollars (8100) nor m ore th an Five H undred D ollars ($500t or by im prisonm ent in the C ity jail for a period not longer th a n six m onths or by both such fine and im prisonm ent. (c) T he C hief of Police and any o th e r police officer of tne B ureau of Police, upon arre stin g any person for d ru n k en driving, shall seize and im pound th e ve hicle which th e a rre s te d person w as driving a t th e tim e of such a rre st, and th e C hief of Police shall keep such vehicle im pound ed until the sam e has been o rd e r ed released by o rd er of th e M u nicipal Judge; and if the a rre ste d person be found guilty of dru n k en driving, he shall, in addition to any o th e r punishm ent adm inis tere d by the M unicipal C ourt .pur su an t to this section, pay all costs ot tow ing and sto rag e of said ve hicle; provided, how ever, th a t the Chief of Police shall not cause said vehicle to be sto red outside the lim its of th e C ity oi B rook ings. id) W henever any vehicle is seized and im pounded by th e Chief of Police o r any o th e r police offi cer of the B ureau of Police p u r su an t to th e provisions of this section, such vehicle m ay be p lac ed in sto rag e in any p rivately- ow ned g arage.
