It reduces a number of the more irritating “war excise” taxes. The Hoover commis sion said the RFC should be transferred to the jurisdiction of the treasury department. The re-organization plan cre ating a department of health, ed ucation and securty also is ‘at variance* with Hoover commis sion recommendations. McCor mick said that the president’s plan would put the health serv ice under the jurisdiction of the social security administrator, : while the Hoover commission urged that the health service be set up as an independent United Medical Administration* taking in the medical activities of the armed sen ices and the veter- ans’ administration.
