Former Poet editor Mark Floyd, now assistant sports inform ation director at Oregon State University, won first honorable men tion in new spaper photography. The installation of signs from controlled access highways right-of-way is not permitted. The maximum permissi ble size for a temporary political sign is 32 square feet, which includes the front and rear sides.
