2 SANDY (O r* ) POST Thur» Jonuory 28 1982 (Set 2) around the county Service district sets budget at $7 m i ll ion The Clackamas Educa tion Service District < ESD, budget for 1982 83 received unanimous approval from the ESD Budget Commit tee recently, passing one of the major hurdles on the way to final adoption, ac cording to ESD Superinten dent Bob Burns The general fund budget presented to the committee by the ESD is for 17.523.704 with county property taxes providing $8.601.970, accor d in g to B u rn s He estimates the ESD tax rate w ill drop two cents from 92 cents per thousand dollars assessed value this year to 90 cents per thousand next year T h e re a re fo u rte e n m em bers of the ESD Budget Committee They include the seven elected members of the ESD Board of Directors plus seven county residents appointed for three year terms The com m ittee's task is to review the ESD general fund budget each year to insure that it is "responsi ble and affordable ” “ The budget we have prepared is sufficient to maintain programs at their current levels,” according to Burns “ There are no new programs or person nel. and the total levy in crease does not exceed the six percent increase allow ed by statute ” He added that there are some items that deserve special attention "Following the recom mendations of a special review com m ittee, the ESD Child Evaluation and Service Center w ill provide m ore d ire c t s tu d e n t evaluations and less con suiting se rvice ," Burns told the committee "Next year the ESD will a p p o rtio n n e a rly $2 8 million from the general fund to county school districts through the Han dicapped Child Fund and the Kegional Transports tion Fund," he added He also stated that "A capital projects reserve of $255.000 is included to replace some computer equipment and vehicles “ This year the ESD has expanded its resolution for Sever Shield Specie, mat to include about eighty percent of the general fund budget,“ he said "This w ill assure local districts a m a jor voice in shaping the programs that serve them, and w ill enhance the educa tional partnership that we have developed in this county over the years Finally. Wood is Chairman of the Molalla Union High board The other five appointed members of the committee are Mimi Urbigkei, from the Wes, L in n School board. Kathy Lowe from the Oregon City School board.
