Customers cash in on incentives A Sandy man s small scale hydroelectric project is about to reap even greater benefits thanks to a new ta riff Financial benefits for Portland General Electric Co c u s to m e rs who generate their own elec tr ic ity have increased under a new ta riff filed with the Oregon Public U tility Commissioner The ta r iff applies to sm all power producers using generators with a capacity of lOOkilowatts or less Cal Horger of Sandy is one who w ill benefit. He is the most consistent h o m e o w n e r p ro d u c in g e le c tric ity using sm all- scale hydroelectric genera tion, according to PGE of f ic ia ls H o rg e r has generated an average 402 kwh a month since install ing a 5-kilow att w ater wheel in November 1979 As part of a special pro g ra m designed to en courage the development of renewable resources, customers can feed the electricity they generate back into PGE’s distribu tion system PGE w ill buy the energy at the highest rate charged under the new multi-tiered rate structure that went into effect Oc t 1. Participating customers are paid 4.5 cents for each k ilo w a tt hour th e y generate In turn, the customers are charged for the total amount of energy consumed at the conserva tion rates w hich vary depending on use For example, a customer who generates 1000 kwh in a month w ill be paid $45 If he consumes 1000 kwh dur ing the same period, he will be charged $33.75—a net profit of $11.25 ustorners can generate electricity using a variety of resources, but most are using either wind or small- scale hydroelectric pro jects The most productive wind generating project on the PGE system belongs to a Corbett man. Since in s ta llin g the u n it in November 1980, Jim Curry has generated more than 6,000 kwh of electricity. He plans to install a second unit in the near future. In addition to the PGE in centives, both state and federal governments offer sizeable tax credits to peo ple who install their own g e n e ra tin g e q u ipm e n t. Paul Sanders wants to build a hydroelectric pro ject utilizing a 12-inch in take line to divert water from an existing pond, a settling tank, a 12-inch penstock line to move the water 1,019 feet horizontal ly and 25 feet vertically, and a pelton wheel turbine and alternator to be housed in a concrete block struc ture.
