And coal obviously has the potential for higher levels of pollution unless its use is extremely well con trolled.’’ The A ir Pollution Control Association, which Boubel w ill head for the next year, has about 7,000 members in 40 countries. It is a volun tary, cooperative, non-profit organization devoted solely to a ir pollution control, Boubel noted W illam ette Valley a ir clean-up poses some real challenges, according to Boubel. “ More cars mean more a ir pollution even though most of the vehicles have emission controls,” he said “ Forest slash burning and grass seed field burning remain major concerns As long as we continue to burn perform ances of our old State Sanitary Authority and our present Department of Environmental Quality.” Federal regulations are necessary for the common good and to avoid regional riv a lrie s and irrespon s ib ilitie s , Boubel acknowledged “ But the Oregon DEQ is far more understanding, fa r more responsive and far easier to work with than the US. Environmental Protection Agency ” Washington also has done “ a very good job over the years through its Depart ment of E cology,” the engineer pointed out. “ C a lifo rn ia has operated largely on a county, region or m u lti-re g io n area. The C a lifo rn ia state agency doesn’t carry a lot of clout. But statewide advances have been impressive.” The West Coast “ is cer tainly the leader when you consider things area by area in the U.S.,” Boubel stressed. “ A ir p ollution control gains are not being slowed by lack of technology,” Boubel stated. “ Technology is abreast of our air pollution control needs. In Canada, there is little federal direction.
