lead the nation if efforts to
solve a ir pollution problems,
according to an Oregon State

Association, believes a ir
pollution “ is on the decline
now in most places’’ and that
controls w ill be speeded by
the full implementation of
the 1977 federal Clean A ir
Act. However, Boubel adds

in conflict with the clean air
movement.
“ Unemployed people in
sub standard housing are not
much w orrie d about a ir
pollution New form s of
energy — geothermal, solar
and nuclear — are not
without their own forms of
pollution. And coal obviously
has the potential for higher
levels of pollution unless its
use is extremely well con
trolled.’’
The A ir Pollution Control
Association, which Boubel
w ill head for the next year,
has about 7,000 members in
40 countries. It is a volun
tary, cooperative, non-profit
organization devoted solely
to a ir pollution control,
Boubel noted

Boubel. “ More cars mean
more a ir pollution even
though most of the vehicles
have emission controls,” he
said “ Forest slash burning
and grass seed field burning
remain major concerns As
long as we continue to burn

Environmental Quality.”

work with than the US.

years through its Depart

pointed
out.
“ C a lifo rn ia has operated
largely on a county, region or
m u lti-re g io n area. The
C a lifo rn ia state agency
doesn’t carry a lot of clout.
But statewide advances have
been impressive.”
The West Coast “ is cer
tainly the leader when you
consider things area by area
in the U.S.,” Boubel stressed.
“ A ir p ollution control
gains are not being slowed by
lack of technology,” Boubel
stated. “ Technology is
abreast of our air pollution
control needs. The things
we’re fig h tin g now are
people problems — politics,
inertia and apathy.”

the states. In Canada, there
is little federal direction.
Such things are left to the
provinces.”
Boubel said he regrets the
end of the local control in
Oregon and wonders whether
federal agencies w ill ever be
able to match “ the excellent

administered cardio-grams,
