Other gravel mines on larg- er rivers — the Rogue, Chetco, and others — are in operation, and other well-managed, off- river sites are available for grav- el extraction nearby on private ranchland. Mine gravel there if this resource is so desperately needed for pavement. 7. The site lies in the middle of what may be the worst gorse infestation on the West Coast. For this reason, the county has already required that the gravel be processed into asphalt on the site. But that doesn’t stop other means of gorse dispersal, including through the traffic and mining activity, not to mention any gravel or dirt that might inadvertently be left in the trucks going out. And, surpris- ingly, gorse can spread even from asphalt — this occurred after the Elk River road was paved. Hundreds of new gorse plants sprouted along the newly paved road and had to be hand- removed. This noxious exotic plant, which private landowners and public agencies spend big money and hard-working time trying to control and eradicate, could knowingly be spread to virtually everyplace where the gravel/asphalt is sold. Ironically, this is the very means that the gorse found its way to the Elk River. We should have learned our lesson, and now that we’ve got this “disease,” we shouldn’t be spreading it to others for minor, short-term profits in gravel sales. 8. And that site is easily seen by neighbors. Agency personnel to monitor permits are nominal. At this site, remote from the road, who would even know what’s going on? Few questions about the pos- sible problems can even be answered. If the proposal is not rejected now, a full Environmental Impact Statement should be required to address the questions. Even if it cannot be proven that all these problems will occur, is it worth gambling the Elk for a little bit of blacktop? Shouldn’t our Elk River remain known for its salmon and steelhead rather than its asphalt and gorse? The Army Corps of Engineers is accepting comments on this proposal through May 11. You can write to it via Benny.A.Dean@usace.army.mil, 1600 Executive Parkway, Suite 210, Eugene, OR 97401. If the Corps approves this plan, then it will go to the county for approval.
