B6 Columbia Gorge News Wednesday October 21, 2020 HoodRiverNews.com • TheDallesChronicle.com • WhiteSalmonEnterprise.com Public Notices HOOD RIVER ADVERTISEMENT CITY OF HOOD RIVER REQUEST FOR PROPOSALS TO PROVIDE PROFESSIONAL ENGINEERING SER- VICES FOR (City Project No. 672) WWTP DIGESTER MIXING SYSTEM STUDY The City of Hood River requests pro- posals from firms qualified to provide professional engi- neering services to identify and eval- uate alternative mixing systems for their suitability to o p e ra t e w i t h t h e existing digester’s structure and com- patibility with the City’s sludge char- acteristics. The firm, through its proposal, must demonstrate its qualifications, knowledge, and ex- perience with similar projects. The City’s existing Wastewater Treat- ment Plant (WWTP) anaerobic digesters were built and put into operation in the early 1970’s. The digester’s mixing system was installed at that time and is beyond its useful l i f e . Th e e x i s t i n g mixing system is a floor mounted gas mixing system with eight gas tubes that utilizes the digester gas to mix the tank. A c c o rd i n g t o t h e plant operators, the lines for the gas mix- ing system inside the anaerobic digesters are difficult to main- tain and plug reg- ularly. In addition, the existing internal check valves fail fre- quently. The mixing study will identify mixing technologies available and pres- ent mixing system alternatives. The di- gester system study will identify evalua- tion criteria and eval- uate the identified alternatives. Alterna- tive systems will be ranked per the eval- uation criteria and a preferred alternative will be recommend- ed in a technical memorandum. The preferred alternative replacement system must be a more effi- cient system that is easier to access and maintain. Proposals must be received by 5:00 p.m. on Friday, No- vember 13th, 2020 at the City of Hood River Public Works Of fice, 1200 18th Street (or by mail at 211 2nd Street) Hood River, Oregon 97031. All proposals must be completed per the specifications in this RFP. Proposals received after the designated time and date will not be accepted and will be returned unopened. A p re - p ro p o s a l meeting will be held at the City of Hood River Waste Water Treatment Plant at 2:00 p.m. on Friday, October 23rd, 2020. This pre-proposal meeting is not man- d a t o r y. H o w e v e r, consultants planning to submit proposals are encouraged to attend. Questions may be submitted via email to stoner- bell@belldesign- company.com and will be answered via written addenda. The City may re- ject any proposal not in compliance with all prescribed public procurement proce- dures and require- ments and may re- ject for good cause any or all proposals if the City finds it is in the public interest to do so. The City of Hood River reserves the right to reject any and all propos- als and to waive any and all informalities in the best interest of the City.
