"¿Por que d a m o s 'wélfare' a gente que puede trabajar?" This is a question many people ask when they see healthy, able- odied men on welfare. Esta es una pregunta que mucha gente se hace cuando ven hombres alentados y capaces de trabajar en "welfare." I I The reason these people go on welfare is that they are really not a b le to work. There is nothing wrong with them, mentally or phy- lically; they just cannot get a job. The reason: they do not have an Education. For some, it was the first time they have ever jone to school. These people want to learn, so they can work, and get iff welfare. El lunes pasado por la mañana ellos fueron a su primera clase. She had no hope o f going to college. Emma had low grades, no money and her parents didn't want her to leave home. Then Emma heard about "Upward Bound," a special pro gram for students who had no chance of going to college. :MMA PEREZ looks toward a better Future. She has found an opportun- ty to succeed in the University of Oregon's Upward Bound program, EMMA PEREZ busca un futuro me jor. The Valley Migrant League inter viewed Emma, they spoke with her parents. Emma was chosen to go to the University of Oregon. She was given special classes; she worked very hard. Life was different at college and Emma missed her fam ily. Then she made new friends. Emma fue entrevistada por el Valley Migrant League, y hablaron con sus padres. Each week we receive a letter from the state office of Public Wel fare, and it contains questions and answers. If you have questions about Pub lic Welfare, these letters may con tain the official answers. Or we w ill send your question to the state office, and we w ill receive an an swer. Here are samples of some of the questions and answers which come to us in these, letters: What do you do about people who refuse to work? A family w ill be ineligible for aid to dependent children,grant if an adult in the grant refuses, with out good cause, a job or an assign ment to work or train. However, (Continued on page 2)
