Wednesday, January 21, 2009 Cassanelli finds some ‘county college’ lessons useful By SCOTT JORGENSEN IVN Staff Writer Sandi Cassanelli, newly in- stalled as vice chairman of the Jo- sephine County Board of Commis- sioners, was in Corvallis from Thursday, Jan. 15 to Saturday, Jan. 17 for a crash course on county government. The “county college” was pre- sented by the Association of Ore- gon Counties (AOC), which gave Cassanelli a scholarship that cov- ered her room and board. Cas- sanelli arrived in Corvallis Thurs- day afternoon. The first round of classes in- volved the history and structure of Oregon’s counties, followed by an economic update and forecast and lessons on shared state-county ser- vices and the state’s overall politi- cal landscape. Friday’s lessons covered the Public Employees Re- tirement System, and issues involv- ing state forest land and higher education. It culminated with a tour of Oregon State University (OSU), where the county college was held. Cassanelli said that she origi- nally considered leaving after Fri- day, but changed her mind. “On Saturday, they saved the best for last,” she said. The highlight of her experi- ence was a lecture by Bev Stein, who has served as chairman of the Multnomah County Board of Commissioners, Multnomah County chief executive, and as a three-term legislator. She also ran for governor in the 2002 Democ- ratic primary against Jim Hill and Ted Kulongoski. Stein is now president of the private Public Strategies Group. Cassanelli described Stein’s lecture as “excellent,” and said that the crux of it is budgeting for out- comes in tough times. “She was really great,” Cas- sanelli said. There are several approaches that municipalities can use during difficult budgeting times, Cas- sanelli paraphrased Stein as saying. She added that Stein advo- cated a “barn-raising” approach to public funding, and maintaining transparency in the governing process without overwhelming the public with information. Cassanelli was one of 23 com- missioners from throughout the state to attend the county college. She said that she enjoyed car- pooling with her fellow commis- sioners from her hotel to OSU. The new commissioners also heard from longtime Umatilla County Commissioner Bill Hansell about balancing their personal and public lives. Cassanelli said that she enjoyed hearing from Gilliam County Judge Pat Shaw about treating other elected officials as equals. Cassanelli said she also learned to not try to change every- thing in county government, but to acknowledge what already works well. But despite that, Cassanelli said that she is not sure if she will attend the other five county college sessions. “I didn’t think I was getting my money’s worth,” she said. Her AOC scholarship was for $500. She said that she’s already repaid $200 of that and plans to pay the remainder soon. She is repaying the scholarship as a mat- ter of principle. Be informed. Territorial tidbits Rogue River Mill Closes Panel Products, which operated a plywood mill in Rogue River with 125 persons, closed for an indefinite period, it was officially announced on Tuesday, Jan. 13. Low demand for plywood was listed as the reason by owners of the company, based in Mil- waukie. Pot Grower Sues Sheriff’s Office A resident of Gasquet, Calif., charged with selling marijuana, is suing the Del Norte County Sheriff’s Office (DNSO) for “lost profit.” Kirk Stewart, 25, claims that DNSO should have returned 93 confiscated plants, or the “fair market” cash amount that he would have real- ized through harvesting. The plants were found in a home owned by Stewart in Crescent City, Calif. Woman Credited With Saving Man From Fire When Harbor resident Elaine Vierra saw her neighbor’s trailer on fire on Saturday, Jan. 3, she entered the residence despite thick black smoke inside, and pulled out the resident. He was identified as 81-year-old Richard Ashcraft. He was treated for smoke inhalation. Vierra found him inside the trailer wandering around, and grabbed one of his shoulders to get him out, as he didn’t want to leave.
