Page 13 Illinois Valley News, Cave Junction, OR Wednesday, April 13, 2005 First-class postage could rise to 39-cents early in 2006 if a U.S. Postal Service (USPS) request is approved by the Postal Rate Commis- sion. USPS is seeking a 5.4 percent across-the-board rise for all postage rates. The in- crease is sought because of Congress requiring that USPS establish a $3.1 billion escrow fund. If that requirement is removed by Congress, the rate increase would be with- drawn. The last postal rate increase was in 2002.
