JoCo lacks funds for needed road maintenance (Continued from page 1) And although Pitts said the road system is cur- rently adequate for vehi- cles, funding just isn’t available for more excep- tional mixed-use improve- ments -- motorized vehi- cles and pedestrians -- which could threaten the quality of life for residents who enjoy bicycling and walking. So without the money to make desired renova- tions, the department is focusing on Tier 1 im- provements. Those are the “Planned Deterioration” projects. The estimated 20- year cost for Tier 1 or “routine maintenance and emergency reserves” will total $134.4 million in- cluding more than $32 mil- lion for routine mainte- nance and $3.3 million for emergency cash reserves between 2004-2008. But Tier 1 funding ignores more than 20 im- portant projects that need to be undertaken in the county. Those Tier 2 improve- ments would cost an addi- tional $183.2 million total during the next 20 years. Among those listed for Illinois Valley Tier 2 re- pairs and the costs (assuming 3 percent infla- tion per year) are: *Installing warning signs at Holland Loop Road at Hayes Cutoff Road because of a high number of accidents. Cost - $3,000 now or $3,375 later. *Add a southbound left-turn lane for safety on Redwood Hwy. at Ken Rose Lane. Cost - $585,000 now or $659,000 later. *Add a southbound left-turn lane on the Red- wood Hwy. at Waldo Road for safety. Cost - $585,000 now or $659,000 later. *Replace the structur- ally deficient Sucker Creek Bridge on Holland Loop Road. Cost - $2,756,000 now or $3,491,000 later. *Widen and resurface the shoulders to at least 4- feet for vehicle recovery and bicycle and pedestrian c i r c u l a t i o n . Co s t - $635,000 now or $805,000 later. Tier 3 improvements, or so-called dream or “lottery winning level” funding would call for the following improvements in I.V. (No cost estimates were provided): *Widen the shoulder and resurface Lakeshore Drive from Redwood Hwy. to McMullen Creek Road to at least four feet. *Make drainage and shoulder improvements to Lakeshore Drive from the 4700 block to Dryden Road. *Install guard rails at various locations where accidents could be re- duced. *Realign Holland Loop Road at Hayes Cut- off intersection for safety. The open house was funded by a state grant for a consultant to design a comprehensive plan for current and future mainte- nance of the roadways. The comprehensive plan is needed so future projects can be identified for future funding sources.
