Illinois Valley News, Cave Junction, OR Wednesday, August 13, 2003 Page 6 OLCC distributes more money this year, thanks to distilled spirits sales During fiscal year 2002-03, the Oregon Liq- uor Control Commission (OLCC) allocated $5.7 million in liquor revenue to Douglas, Jackson, Jose- phine and Lane counties and their 37 incorporated cities. OLCC distributed $111.75 million statewide during the 12-month pe- riod, up about $7.5 million from $104.21 million in 2001-02. This was par- tially due to an increase in distilled spirits sales. June's statewide share was $4.76 million. Another $3 million went to the general fund in June under provi- sions of HB 4013, passed during the 2002 Legisla- ture. OLCC revenue is gen- erated from the sale of dis- tilled spirits in 238 liquor stores, taxes on malt bever- ages and wine, license fees, and fines for liquor law violations. During the year, the OLCC pumped $60.12 million into the general fund, in- cluding $2.35 million in June. The distribution for- mula is set by law with10 percent to counties, 20 per- cent to cities, 56 percent to the state general fund, and 14 percent for the state's city revenue sharing ac- count. During 2002-03, Ore- gon's 239 incorporated cities received $20.4 mil- lion and the 36 counties got $10.2 million ($840,590 and $420,295 respectively in June). The distribution is based on the most recent Oregon Dept. of Education population figures. The city revenue sharing account netted $14.28 million for the fis- cal year ($588,413 in June). Half the taxes on wine and malt beverages, $6.56 million, went to the state Office of Mental Health and Addiction Services for drug and alcohol preven- tion, intervention and treat- ment activities. The other half was counted as gen- $59 eral revenue. The Oregon Wine Ad- visory Board received $199,101 from a special 2- cent tax on wine imported or made here ($15,627 in June). The fund is used for research and promotion of Oregon wine. OLCC collects privi- lege taxes of $2.60 a 31- gallon barrel for malt bev- erages, 67-cents a gallon for table wine, and 77- cents a gallon for dessert wine.
