The Ballot Title is as follows: Adoption of New Josephine County Charter QUESTION: Shall the current Josephine County Charter be revoked and replaced by the charter in this initiative? SUMMARY: The County Charter is the equivalent of the county constitution. This initiative revokes the current charter and replaces it with a com- pletely new charter. This new charter provides for seven commissioners in- stead of three. Four of the commissioners are elected from their district and three are elected by the entire county. Commissioners will make policy for the county. Commissioners will receive no more than $500 per month compensation. The daily affairs of the county will be the responsibility of a county administrator hired by the commissioners. Throughout the years, the citizens have added many amendments to the current charter. These will not be part of the new charter. These amendments address multiple subjects such as county support for the library and animal control, estab- lishment of topless bars and incorporation into the charter of various federal constitu- tional rights. The initiative measure has been determined to meet the requirements of sec- tion 1 (2) (d), Article IV of the Oregon Constitution. The hearing will take place in Williams, Wednesday, April 23, 2003, from 4:00 p.m. - 6:00 p.m. at the Williams Grange, 20100 Williams Hwy. The Board plans to hold a con- servation easement on the parcel as a condition of a grant award to the Williams Creek Watershed Council to purchase the prop- erty, and to ensure that the property’s use is consistent with the Board’s constitutional mandate—the protection and restoration of native salmonids, fish and wildlife habitat, watersheds, and water quality. A Board representative will be at the hearing to receive public comment and to answer questions about the proposed conservation easement. Representatives from the Williams Creek Watershed Council, Southern Oregon Land Conservancy, and Josephine County will also be present to answer questions and discuss the management plan for the property. Old Stage Road. com- plained about her neighbor having ex- cessive traffic racing up and down the easement they share. Thursday, March 27 *At 4:53 a.m., the alarm sounded at SOFCU in Down- town C.J. A deputy was unable to locate any signs of entry into the building. *A loose donkey was causing trouble by running in and out of the roadway, at 6:15 a.m., in the 2500 block of Holland Loop Road. *In the 10000 block of Takilma Road a deputy at- tempted to check the welfare of a woman. However, the address was not right, and the neighbors had never heard of the woman. *A man on a mo- torcycle was reported going up and down the road in excess of 100 mph at Caves Hwy. and Laurel Road. *At Lakeshore Drive and Redwood Hwy. a dog was caus- ing problems with traffic. *Michael An- thony Wright, and Matthew B. Berubee, both 16, were cited for not having valid operator permits and given warnings for not having insurance and riding off-road bikes on the pave- ment at W. Stevenson Street and Sawyer Avenue. *A vehicle was repossessed in the 6000 block of Lake- shore Drive . *In the 200 block of June Drive it was reported that people in big rigs popped open the gate near the power lines and let air out of tires. A deputy was unable to locate the people. Friday, March 28 *There was a landlord/tenant dis- pute in the 2000 block of Lone Moun- tain Road. *Two vehicles were reported ex- ceeding the speed limit in Jubilee Park. *In the 100 block of Deer Creek Road, someone made a 911 hang-up call. *A man in the 24000 block of Red- wood Hwy. flagged down a deputy to re- port a stolen bicycle. *A pickup truck with a motorcycle in the bed got the atten- tion of a deputy as it was being driving at varying speeds and the driver was acting suspicious. *In the 300 block of Kerby Ave- nue a man was ad- vised of his civil op- tions regarding his ex-wife not letting him see their child. *At the summit of Hay’s Hill, a dis- abled motorist was given assistance. *In the 5000 block of Deer Creek Road a resident re- ported a possible prowler outside the house. A deputy was unable to locate him. *There was a reported non-injury traffic accident in the 30000 block of Red- wood Hwy. Saturday, March 29 *A 14-year-old girl was counseled by a deputy after she took a vehicle from her grandmother’s house without per- mission in the 1000 block of Thompson Creek Road. *An alarm sounded at Selma Quick Stop Mart at 5:13 a.m. Then it was canceled. *In the 300 block of S. Kerby Avenue a woman reported that the night before her ex-husband came to her home and threw her around and tried to pull her baby from her arms. She said she believes he also vandalized her vehi- cle. *Benjamin B. Hoffman, 17, was cited on a charge of no operator’s permit at 2:23 p.m. at Old Stage Road and Wells Drive. *A man in the 200 block of Dick George Road re- ported that another man might try to move an abandoned mobile home onto his property. *At Redwood Hwy. and Rockydale Road a woman re- ported a speeding pickup truck that did not stop at the stop sign. Monday, March 31 *ODOT was no- tified of a dead dog in the 27000 block of Redwood Hwy. *Cheri Murphy, 39, was cited on a charge of speeding in the 32000 block of Redwood Hwy. at 10:21 a.m. *Josephine County Public Works Dept. reported van- dalism to equipment at the Kerby shop. *There was no known reason for a 911 hang-up call from the 26000 block of Redwood Hwy. *A disabled mo- torist was assisted at Redwood Hwy. and Old Onion Mountain Road. *At Redwood Hwy. and Rockydale Road a man was warned about leaving a child unattended in a pickup truck. *There was a fight reported on the parking lot of the Red Garter Saloon & Steak House. Every- one involved was gone when a deputy arrived.
