Oregon Caves fee revenues available for public review Oregon Caves National Monument (OCNM) Superinten- dent Craig Ackerman announced that the park’s annual per- formance plan and documents providing details about the ap- propriated budget and fee revenues for fis- cal year 2003 are available for public review as required by the National Parks Omnibus Manage- ment Act of 1998. Besides basic operating funds pro- vided through Con- gress, Oregon Caves is a fee demonstration area. Eighty percent of the funds collected for cave tours is re- turned to the park for use in addressing maintenance back- logs, improving visi- tor facilities and con- ducting studies to collect scientific data. The monument does not yet have an appropriation and is operating under a continuing resolution. “We think that the final approved budget will be about the same as in 2002,” said Ackerman. “With public funding tight every- where we’re not plan- ning on adding any new programs. We will try to focus on those things that have been successful, like the school programs and on using dollars to cover deferred maintenance so that facilities don’t dete- riorate,” said Acker- man. Highlights of the park’s 2003 budget, which funds specific goals in the annual performance plan include: *$190,000 for resource protection and management - Staff will continue to cooperate on a com- prehensive inventory of all vascular plant and vertebrate spe- cies in National Park sites in the Northern California/Southern Oregon area. The cave man- agement plan will be revised and an envi- ronmental assessment conducted that will include public input and review. Rangers will continue to con- duct radon and bat population studies as well as photo moni- toring of formations in the cave to assess any damage to forma- tions. Control activities will be carried out for algae and mosses inside the cave and non-native plants on the surface. *$612,000 to ad- dress visitor services - Includes operation of cave tours, cur- riculum – based edu- cation programming, visitor center opera- tions and fee collec- tion. In July or August the monument will conduct a compre- hensive visitor survey with assistance from the Cooperative Park Studies Unit at the University of Idaho. This survey will give detailed information on demographics, visitor needs, expec- tations and feedback that could be of inter- est to many tourism- based businesses and organizations in Illi- nois Valley and Southern Oregon. Staff also has set a target date of June 1, 2003 for having an advance reservation system in place for cave tours. All other monument informa- tion and visitor ser- vices programs, such as emergency medi- cal services, search and rescue, conces- sions management, and safety are in- cluded in this func- tion.
