Made of Douglas fir logs and log slices, the benches are for those who come to the church during its afternoon food distribution Tuesdays. "They needed seating," said Delbert Kauffman, owner of the Kerby business. He said that he agreed to donate the wood for the benches, as well as his and his staff's time to make them, af- ter a request from Illinois Val- ley resident Greg Coatney. "Greg was the instigator," Kauffman said. Coatney said that he was at the church a while back with his mother during the food distribution, and noticed several people sitting on the sidewalk. "They didn't look com- fortable," Coatney said, noting that he had brought chairs from inside the church outside for him and his mother to sit. Coatney then contacted Kauffman about the situation. The benches were made and installed a week or so be- fore the Sept. 15 fire burned the tool room, assembly area and part of the storage section of Kauffman's business. Kauffman said he hasn't seen the benches yet, but that he feels satisfied knowing that he was able to help those in need. "We all need to help each other out," Kauffman said. Coatney is happy as well. Statements have a Nov. 15 due date. If paid in full, there is a 3 percent discount if paid on or before Nov. 15. Taxes also can be paid in three installments due Nov. 15, Feb. 15 and May 15. Generally the assessed value of a property can in- crease only 3 percent from one year to the next. The re- quired 3 percent rise is the result of Measure 50, a consti- tutional amendment approved by Oregon voters in 1997. The measure required a rollback of the ‘97-’98 fiscal year assessed value to the ‘95- ’96 level minus 10 percent. Each subsequent year this Measure 50 requires the maxi- mum assessed value to in- crease by 3 percent annually unless it exceeds the real mar- ket value of the property. Thus, said the assessor’s of- fice, the assessed value of most properties increases by 3 percent during the prior year. The total assessed value of all property in Josephine County has increased from 2001. As of Jan. 1, the total taxable assessed value (TAV) has risen to $4,020,453,842 -- a 5 percent increase. The TAV value in ‘01 was $3,828,997,720, which was a 5.3 percent increase from 2000. The city of Cave Junc- tion’s TAV remained static, said the assessor’s office, while the city of Grants Pass TAV is up 7.8 percent. Values in Three Rivers School District grew at a rate of 4.55 percent, while values in Grants Pass School District 7 grew at a rate of 5.59 per- cent. The market value, as de- fined by Measure 5, taxable property increased throughout the county. The total market value during 2000 was $4,127,856,553; for ‘01 it rose to $4,436,423,374. And now for ‘02, said the assessor’s office, it increased to $4,803,016,923 -- an increase of 8.26 percent. Total taxes, levies, assess- ments and fees imposed coun- tywide this year total $38,921,169 -- a 5.28 percent increase from last year. This compares with $36,969,866 for ‘01. Property owners who disagree with values shown on bills have several rights of appeal. First, they can to go to the assessor’s office and ask that values be reviewed. Assessor Mike Schneyder asks that re- quests for reviews be submit- ted by Dec. 17. If the assessor disagrees about reducing value, or if the owner is dissatisfied with the reduction, the owner can ap- peal to the Board of Property Appeals. My new practice, Cave Junction Family Medicine, will be located across from the library at 114 West Palmer Street (formerly the old blue laundry and Darn Near Everything). It will open by November 2002; five days a week, 8 a.m. to 5 p.m., though scheduled visits will not be available on Thursdays. I will be accepting new patient enrollment for some time. I am currently making arrangements to accept most forms of insurance but if you have any question about your particular plan, please call Michelle at my new office at 592-5099. If you wish to transfer your care to my new office, you may need to make designation changes with your insurance carrier and you will need to request that copies of your medical records be sent to my new office. Michelle can assist with this process if needed. This may require a written release or signed authorization(s) from you for each individual in your family. Additionally you may want to update notifi- cation lists with your or your family’s school(s) or employer(s). If I am currently your designated physician and you prefer to stay with Siski- you Community Health Center, you may similarly need to change the name of your designated primary care provider with your insurance plan. In either case, changes may not be effective right away. Your in- surance plan should be able to tell you when the change will take ef- fect. For my Oregon Health Plan patients, I currently expect to accept Mid Rogue IPA (MRIPA) patients, but I will probably not contract with Oregon Health Management Services (OHMS). OHMS patients who wish to join me should contact their OHP caseworker to find out how to transfer care to my new practice. When you come to see me in my new office there will be a certain amount of initial paperwork and documentation to establish you as a new patient to my practice. It will be very helpful if you come early and bring your health card(s) and other documentation with you for your visit. If you have already authorized to have your medical records sent to me that will help ensure that you have good continuity of care. My goal is to address your health needs and concerns with utmost re- spect and quality.
