TRIBAL PROGRAM NEWS Notice of Intent to Apply for Housing and Urban Development Indian Community Development Block Grant Funds (ICDBG) This notice is to serve as the required Community Development Statement Request for tribal member input The Confederated Tribes of Siletz Tribal Council has authorized the preparation of an application for fund ing under Housing and Urban Development’s Indian Community Development Block Grant program (ICDBG). The following is a list of eligible activities, threshold require ments, and rating factors. • • • Water and sewer infrastructure for housing subdivision Real property acquisition USDA/Support Services Center building on Dundas property Deadline for submission: Dec. 13, 2004 Estimated award date: May 20, 2005 Eligible Activities • • • • Improve housing stock Provide community facilities Improve infrastructure Economic development Ceiling amount: $500,000 Caps: Possibilities • • • • Remodel of closed buildings for public program use (not govern ment) Remodel of building for elder assisted living group home for low- to moderate-income elders Housing Department community/ office Clinic expansion 15% cap on amount of grant funds that can be used for pub lic services 20% cap on planning and ad ministration 10% cap on technical assis tance for development of ca pacity to undertake project Thresholds Thresholds: Minimum 70% of grant to be used for activities that benefit low- and moderate-income persons and be in an activity which, if it benefits all residents, at least 51% must be low- and moderate-incomes. Program-related threshold requirements: Assurance that the tribe has no out standing ICDBG obligations. Project-specific threshold requirements: a. b. Under public facilities and im provements, there are no project specific thresholds. Under public service projects, there is a 15% cap on the amount of grant funds to be used for this component. With Tribal Council approval, the initial planning for submission of an application for construction of a USDA Food Distribution Service Fa cility on the Dundas property is be ing performed by the Planning staff. Tribal Housing Vouchers Program by Angela Martin, Housing Vouchers Coordinator What is a voucher? It’s a docu ment that the Siletz Tribal Housing Authority issues to an applicant that allows him/her to search for a home up to 60 days. This document is used as proof that the applicant is eligible for the Tribal Housing Vouchers Program. What are the eligibilities? The ap plicant cannot have engaged in any crim inally violent or drug-related activity two years of the date of issuance, owe any money to a housing authority (including the Siletz Tribal Housing Department), and must have required documents in file (fully complete appli cation, proof of income, and Social Se curity cards for each household member). Are there income limits? Yes, the income guideline is based on NAHASDA’s income limits. There are times when an applicant will be under the income limits and based on the 12 • Siletz News • household size and income, may not qualify for housing assistance through the Tribal Housing Vouchers Program. Why would an applicant be under the income limit and not qualify to par ticipate in the Tribal Housing Vouchers Pro gram? Because the program is based on income (10 percent of annual income for elders and disabled persons, and 30 per cent of adjusted annual income for all others), if the applicant’s percentage is over the fair market rent (FMR) published by December 2004 HUD, he/she will be responsible for the full rent. For example, according to NAHASDA’s income limits, the limit for a household of four is $46,000. Let’s say the applicant’s household consists of two adults and two minor children (under age 18) and the total household income is $37,000, minus the depen dant deduction of $960 ($480 per mi nor). This equals $36,040, divided by 12 months equals $3,003, times 30 percent equals $901. If the family resides in Lincoln County, the FMR is $898. Since 30 percent of its income is $901, the family will not qualify for any housing assistance through the vouchers program. At this time, we do not have any vouchers available to issue. If you are interested in participating in our vouch ers program, please keep in mind that our tribal elders take preference and automatically go to the top of the wait ing list. This may make your wait on the active waiting list longer given that you are keeping us up to date during our updating period.
